The entire Lac Son district has over 91% of the population of the Muong ethnic group, distributed in 29 communes and towns. In some mountainous communes, traffic routes are mainly narrow inter-village roads with high slopes and slippery road surfaces. Previously, violations of traffic safety regulations were still common, especially among adolescents. Some common violations are not wearing a helmet, driving when underage, carrying more people than the prescribed number...
Determining that propaganda work plays a key role, from 2021 to now, the district has synchronously implemented legal dissemination and education activities at the grassroots level. The district has organized 24 propaganda conferences in 24 communes and towns, attracting about 3,600 people and grassroots officials to participate. The propaganda content is integrated with the provisions of the Road Traffic Law, focusing on practical situations that easily occur in the highlands. In addition, 6 staged communication exchange programs organized in Xuat Hoa, Thuong Coc, Quyet Thang, Yen Phu, Tan Lap communes and Vu Ban town attracted over 2,000 people to watch and respond positively.
In addition, the communes and towns of the district also implemented many effective models such as: "Self-managed Youth Road", "Traffic Safety School Gate"... Thereby, mobilizing the participation of socio-political organizations, especially union members and young people in monitoring, propagating and supporting people to raise awareness of law compliance.

Along with the efforts of the government, schools in the district also actively coordinate to organize extracurricular activities, focusing on the Road Traffic Law. Some schools have also built a " mock trial" model to help students understand and remember easily, thereby forming a sense of voluntarily complying with the law when participating in traffic.
In addition to organizing propaganda according to the regular plan, some communes have flexibly integrated this content into neighborhood meetings, women's union activities, and youth unions, contributing to expanding access and creating a two-way information exchange environment. In some places, people have proactively reported road sections with potential safety risks so that the authorities can have timely solutions to contribute to ensuring traffic safety. Many households also coordinated to clean up and clear the roadside, keeping the landscape clean and airy.

The district is continuing to review and adjust the content of the propaganda to be closer to local reality; strengthening coordination between sectors and organizations to promote the role of the community in building traffic culture in ethnic minority areas".
Legal propaganda activities in general and the Road Traffic Law in particular are gradually becoming effective at the grassroots level. People's awareness has been gradually raised, contributing to reducing violations and traffic accidents, especially in mountainous areas and minors.
