Hai Phong - Hai An Ward has issued a document requesting the investor and construction contractor after a series of people's petitions about material vehicles that pose a potential safety risk.

Haunting "supercar" convoy running day and night

In recent days, Lao Dong Newspaper reporters have received feedback from residents of Trang Cat 7 residential group about the construction of projects in Tan Vu area (Hai An ward) causing traffic unsafety and environmental sanitation.

Ms. Q, a resident of Trang Cat 7 residential group, is upset that regardless of morning, noon, afternoon, or evening, dozens of trucks carrying supplies are running noisily on people's roads, posing a potential risk of traffic unsafety, especially in the morning before going to school or going to work. Not to mention, soil and rocks are scattered on the road, dusty in sunny days, dirty in rainy days, mud and mud from the road flowing into people's houses.

According to Ms. D. P, the road to Tan Vu area is already narrow and has not been upgraded for many years. Now every day it is "welcoming a fleet of supercars" carrying construction materials, so the road is increasingly degraded, with many "potholes and potholes" appearing. "People are very happy because many large projects are being implemented in the area, but the construction process does not ensure traffic safety and environmental sanitation, causing people's lives to be greatly affected. For many days now, my family has not dared to let our children ride bicycles to school because we are too worried about the trucks running from the construction site" - Ms. P reflected.

Upset because construction vehicles run day and night, people have repeatedly petitioned the People's Committee of Hai An ward as well as construction units. However, after each time people petition, this situation does not improve much. At times, people have to directly request truck drivers not to run during rush hours to ensure traffic safety for people and young children. According to the opinions of households, vehicles carrying supplies into projects must commit to transportation time (from 7:00 AM to 11:30 AM, from 1:30 PM to 5:00 PM), not running at noon and at night. At the same time, spray water regularly, arrange people to be on duty to clean after vehicles run.

Proposal to ban vehicles by time frame to ensure safety

Before the people's recommendations, Hai An Ward People's Committee intervened to handle them. Through investigation, Tan Vu area currently has 3 projects under implementation. Among them, the Ring Road 2 project section Tan Vu - Bui Vien - Hung Dao has about 10 vehicles running, the Nam Trang Cat Industrial Park project has 15 vehicles, and the Kinh Bac Urban Area project has 30 trucks transporting materials through Cat Vu road section belonging to Trang Cat 7 residential group.

On April 9, the People's Committee worked with representatives of investors, contractors of projects and people on ensuring traffic safety in the Tan Vu area. In which, it was requested that contractors strictly comply with construction time from 7:00 AM to 11:30 AM, from 1:30 PM to 5:00 PM, without affecting people's lives in the construction area. During construction, traffic safety must be ensured, cleaning must be done at the end of the construction day, and environmental sanitation must be regularly sprayed and washed. Vehicles carrying materials reduce speed to the maximum level to ensure no loud noise and traffic unsafety when entering people's roads. At the same time, they are responsible for promptly handling situations that occur.

For road sections with subsidence and subsidence, contractors and construction units level and spread base stones on Cat Vu road to ensure smooth and safe traffic. The Ward People's Committee also assigned the Ward Police to coordinate with departments to closely monitor the construction unit's driving time to ensure traffic safety and security and order in the area. Along with that, propagate and mobilize people to participate in traffic in accordance with regulations, creating conditions for construction contractors.

By April 14, the ward continued to work with the investors of the projects to agree on the above contents. The units also committed to ensuring safety during construction, being responsible for environmental sanitation as well as handling subsidence points...

Regarding people's reflections when units still drive past the committed hours on April 16 and 17, representatives of Hai An Ward People's Committee said that in the near future, the ward will continue to grasp the situation to propose and recommend the Department of Construction to have a plan to ban hours for trucks on this route. From there, functional agencies will have sanctions to punish if construction units or drivers violate, ensuring safety for people in the area, and not allowing "hot spots" to occur in the ward.
