"They often drive a vehicle carrying goods at noon or evening, during breaks to avoid inspection by the authorities," said Senior Lieutenant Nguyen Van Hoang - Police of La Phu Commune (Hoai Duc, Hanoi) about the situation of homemade vehicle operations in the area.
La Phu is an area currently home to over 100 vehicles, 3 and 4 wheels, homemade agricultural vehicles used by the people.
In recent days, La Phu Commune Police have coordinated with the Traffic Police Team under the Hanoi Traffic Police Department to strengthen handling, especially flexible patrol time frames to promptly detect violations.
Some drivers driving homemade vehicles also choose to swerve in small alleys and ditches to avoid being detected and handled by authorities, which poses a high risk of leading to traffic accidents.


As on March 23, Mr. Hoang Van Thanh (character's name has been changed) was driving a homemade car in an alley on Mieu Dam - Do Duc Duc Street (Nam Tu Liem, Hanoi). While on the main road, Mr. Thanh was discovered by the working group of Road Traffic Police Team No. 6 and stopped for inspection.
Presenting to the authorities, Mr. Thanh admitted that the vehicle was homemade and not licensed to operate. At the same time, running in alleys and ditches is to avoid being discovered by the authorities.
"In the near future, the unit will increase patrols on branch routes and small roads," said Lieutenant Colonel Pham Van Chien - Captain of Road Traffic Police Team No. 6.
About 10 days ago, in an alley in a residential area in La Phu commune (Hoai Duc, Hanoi), a homemade three-wheeled vehicle suddenly collided with a bicycle driven by a student, causing her death.
Solving from the root
In addition to fines, Hanoi Police have recently increased propaganda and mobilized people to dismantle homemade vehicles or hand them over to authorities.
From January 1 to now, Road Traffic Police Team No. 9 - Hanoi Traffic Police Department has received more than 11 homemade vehicles voluntarily handed over by the people.
"The vehicles will be dismantled when received. We will continue to coordinate with the police of communes to mobilize people and accompany people in finding a way to convert to other alternative vehicles, ensuring compliance with the provisions of law", Lieutenant Colonel Nguyen Trong Khanh - officer of Road Traffic Police Team No. 9 shared.
The authorities also recommend that production and assembly facilities not assist violators, and not accept the assembly and manufacture of homemade vehicles. In case of intentional violation, they will be strictly handled according to the provisions of the law.

Recently, in Long Bien district and Thanh Tri district (Hanoi), local authorities have suddenly inspected 2 mechanical facilities with homemade vehicle assembly activities.
"They brought engines, someone brought a motorbike and told me to remove it to install it in homemade vehicles. If someone hired me, I would just do it, but it took a long time to have one," a business owner explained to the authorities.
The above facilities have been fined and required to temporarily suspend the assembly of vehicles that do not ensure technical safety.
