Khanh Hoa Provincial People's Committee has just issued a document requesting departments, branches, sectors and localities in the province to deploy, review, cut and simplify administrative procedures (AP).
Khanh Hoa aims to reduce at least 30% of the time for handling administrative procedures, 30% of compliance costs and 30% of unnecessary business conditions by the end of 2025.
This is considered a big step forward in administrative reform, promoting a favorable, transparent and modern investment and business environment.
The Provincial People's Committee requests agencies and units to continue urging and monitoring the implementation of the assigned TTHC review; at the same time, proactively propose plans to reduce regulations related to key areas such as investment, production and business.
The province also emphasized the elimination of the "request - give" mechanism, the thinking of "if you can't manage, then ban"; strengthen post-inspection instead of pre-inspection, to create a transparent and effective administrative environment.
In particular, Khanh Hoa aims for strong digital transformation in handling administrative procedures, with the application of artificial intelligence (AI), Big Data, and digitalization of processes in the fields of: business establishment, land, planning, investment, construction, tax, customs, insurance, etc.
The province also requires a review of all internal administrative procedures between administrative agencies, ensuring that 100% of procedures are reduced and simplified in accordance with new regulations on decentralization, delegation of authority, streamlining the apparatus and the two-level local government model.
Notably, the province sets a target of 100% of administrative procedures related to enterprises to be implemented online, smoothly and transparently on the National Public Service Portal and the Provincial Administrative Procedure System. Procedures will not be limited by administrative boundaries within the province, ensuring completion in 2025.
Khanh Hoa Provincial People's Committee requires agencies and units to report the results of implementing these tasks integrated into the monthly report on administrative reform.
