On December 25, speaking with a reporter from Lao Dong Newspaper, a representative of the People's Committee of Hac Thanh Ward, Thanh Hoa Province, said that regarding the elevator at apartment building C5 that has expired for inspection and has frequently had incidents, the ward has established a working group to work directly with relevant parties to propose a handling plan.

According to the representative of Hac Thanh ward, the reason for the above situation is that the old management board of the building has expired, while the new management board has not been established, causing the operation, management and maintenance of the building to stagnate.
According to this representative, according to regulations, when the building's management board expires, a provisional management board must be established. On that basis, the local government will approve the list and issue a recognition decision. After being recognized, the new management board will have a seal and be authorized to sign related contracts, including a contract for maintenance and repair of the elevator system.
Today (December 25), the ward will complete the issuance of documents related to the recognition of the new building management board for this unit to assign tasks and handle financial issues. After being consolidated, the new management board will re-sign the electricity, maintenance and repair contracts for the elevator system that has expired" - the representative of the People's Committee of Hac Thanh Ward informed.
Previously, as Lao Dong Newspaper reported, many households living in apartment building C5 (Hac Thanh ward, Thanh Hoa province) expressed their frustration that from the beginning of December 2025 until now, about 400 households have had to live in a state of anxiety because the entire elevator system has expired and often encountered problems.

According to residents' feedback, apartment building C5 invested by HUD4 Investment Joint Stock Company, including 3 buildings A1, A2 and B, 11 floors high, was put into use in 2017. When buying a house, all households have paid 2% of the maintenance fee according to regulations. However, many general items are under little maintenance, leading to deterioration and damage.
Notably, an elevator in building A2 is currently damaged and cannot be used, causing great difficulties for residents, especially the elderly, children and households living on high floors.
Currently, all 6 elevators in the apartment building have expired. In particular, the personnel elevator cable set in building A2 was dry, with red lines appearing, not ensuring safety for users and equipment.
In addition, many common technical infrastructure items such as backup generators, domestic water pumps, fire prevention and rescue systems, electricity, water, underground tanks, yards, corridor tiles, etc. have also expired according to regulations.
