On March 3, Sa Dec Waterway Traffic Police Station under the Traffic Police Department, Dong Thap Provincial Police issued a decision to impose administrative fines on Huynh Tan Loc (32 years old, residing in Tan Hanh ward, Vinh Long province) and Le Van Lam (31 years old, residing in Phu Huu commune, Dong Thap province) for violating the provisions of the Law on Inland Waterway Traffic.
Specifically, at 10:30 am on February 21, 2026, receiving a report from the people discovering 3 motorized vehicles moving on the Lap Vo - Sa Dec canal route in the direction from Sa Dec ward to Lap Vo commune with many suspicious signs, Sa Dec Waterway Traffic Police Station quickly deployed forces to inspect.
When reaching the waters belonging to Vuon Hong hamlet, Sa Dec ward, they discovered and signaled to stop 3 motorized vehicles driven by Huynh Tan Loc, Le Van Lam and Le Quoc Cuong (27 years old, residing in An Huu commune, Dong Thap province).
Through inspection, the working group discovered that the subjects had many violations such as: not having a vehicle registration certificate as prescribed; not having a certificate of technical safety and environmental protection; the crew member did not have a certificate of professional capacity of captain rank 4.
All 3 external engines of the gun have been modified with high capacity, capable of moving on water at high speeds.
Based on the violations of the subjects, Sa Dec Riverine Police Station administratively fined Huynh Tan Loc 9 million VND and Le Van Lam 11.5 million VND. At the same time, integrated propaganda, education, and deterrence for the remaining 2 young men, especially requiring them to strictly comply with the provisions of law when participating in traffic on inland waterways.
