The Department of Dyke Management and Natural Disaster Prevention (Ministry of Agriculture and Environment) has just sent an official dispatch to the provinces of Hanoi, Thai Nguyen, and Bac Ninh (new) on the implementation of dyke protection work to ensure the safety of the dyke system.
The document clearly stated that currently, due to the impact of heavy rain and floods on the Thuong and Cau rivers, the water level at 1:00 p.m. on July 1 on the Cau river at Phuc Loc Phuong is 6.0 m (BDI level), at Luong Phuc is 6.25 m (above BDI: 0.25 m). On the left Cau dike (Bac Ninh province), there have been a number of dike incidents affecting the safety of the dike. To ensure the safety of the dyke system, the Department of Dyke Management and Natural Disaster Prevention and Control recommends that the Departments of Agriculture and Environment of provinces and cities direct relevant agencies and units to urgently implement a number of the following contents:
In practice, deploy a plan to protect key dyke points according to the 4-on-site motto; prepare forces, materials, vehicles, machinery, and equipment for dyke protection.
Organize forces and seriously carry out patrolling and guarding to protect dykes in accordance with the provisions of Circular No. 01/2009/TT-BNN dated January 6, 2009 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) on guiding patrolling and guarding to protect dykes during the flood season.
Check and review dykes that have had incidents but have not been handled, repaired or are under construction and immediately deploy safety measures.
Closely monitor the development of flood water levels on river banks and the situation of dykes, promptly report the incident to the Department of dykes Management and Natural Disaster Prevention and Control for coordination and direction.
