The Ministry of Agriculture and Environment has just issued a telegram on opening the bottom spillway of Tuyen Quang hydroelectric reservoir. The dispatch clearly stated that at 7:00 a.m. on June 29, 2025, the upstream water level of Tuyen Quang Lake was at 107.26 m, the downstream water level was 52.32 m, the flow to the lake was 1,732 m3/s, the total downstream flow was 1,233 m3/s.
Implement the Inter-reservoir operation process in the Red River basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister, Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister amending and supplementing a number of articles of the Inter-reservoir operation process in the Red River basin; Resolution No. 102/NQ-CP dated June 29, 2024 of the Government on ensuring the direction and operation of natural disaster prevention and control during the period of perfecting the direction and command of civil defense agencies at all levels, Document No. 3995/VPCP-NN dated May 8, 2025 of the Government Office on organizing monitoring, supervision and implementation of natural disaster prevention and control work, Minister of Agriculture and Environment and Commander of Quang Hydropower Company:
Continue to open the second bottom spillway of Tuyen Quang hydroelectric reservoir at 12:00 on June 29, 2025, the third bottom spillway at 6:00 p.m. on June 29, 2025 to gradually bring the upstream water level to the elevation of 105.2m.
Closely monitor the developments of floods, construction safety, flow to the reservoir, water levels upstream and downstream of the reservoir and promptly report to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control) and relevant agencies according to regulations.
On the same day, June 29, the Ministry of Agriculture and Environment sent an official dispatch to the People's Committees of the provinces and cities: Tuyen Quang, Phu Tho, Vinh Phuc, Hanoi on ensuring safety downstream when operating Tuyen Quang hydroelectric reservoir.
To ensure the safety of works and activities along the river, the Ministry of Agriculture and Environment requests the People's Committees of the above provinces and cities to immediately notify authorities at all levels, people, organizations operating on rivers and along rivers; aquaculture facilities, water transport vehicles; ferry terminals and vertical boats; review and ensure the safety of works under construction; sand and gravel mining activities to know about flood discharge information in Tuyen Quang hydroelectric reservoir to proactively take preventive measures to ensure safety of people and property.
Timely report and propose solutions to handle unusual situations that may occur during the flood discharge process to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control).
Previously, in the telegram on June 26, the Minister of Agriculture and Environment also instructed the Director of Tuyen Quang Hydropower Company to open a bottom spillway of Tuyen Quang Hydropower Reservoir at 2:00 p.m. on June 27, 2025.
