Request to complete Bao Loc bypass in 2025

Lam Dong - The Government has just directed to remove difficulties and continue investing in completing the southern bypass of Bao Loc city, which has been behind schedule for more than 4 years.

On November 26, the Government Office issued Notice (No. 534) on the Conclusion of Permanent Deputy Prime Minister Nguyen Hoa Binh at the meeting on the plan to handle the southern bypass route of Bao Loc city, under the Investment Project to construct and restore National Highway 20.

The conclusion was issued after Deputy Prime Minister Nguyen Hoa Binh chaired a meeting with relevant ministries, branches and agencies on issues related to the southern bypass of Bao Loc city on November 18.

The conclusion of Permanent Deputy Prime Minister Nguyen Hoa Binh stated that the early resolution of problems related to the Bao Loc city bypass project under the National Highway 20 Project aims to promote the effectiveness of the entire route.

Thereby, avoiding the situation of unfinished and degraded projects affecting traffic safety and wasting State resources is necessary.

The Government has agreed to stop investing in the Bao Loc city bypass project under the BT model and organize a new project for the remaining projects of this route.

In which, investment is from public investment capital as proposed by the Ministry of Transport and agreed by ministries and Lam Dong Provincial People's Committee at the meeting.

The Ministry of Transport is fully responsible for the contents and proposed reports, ensuring compliance with regulations.

The Deputy Prime Minister assigned the Ministry of Transport to preside over and coordinate with the Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Justice and relevant agencies to review legal regulations to complete related procedures according to regulations, avoiding complaints...

The Deputy Prime Minister assigned the People's Committee of Lam Dong province to base on the provisions of the Road Traffic Law and guiding documents after they come into effect to invest in completing the remaining items of the southern bypass of Bao Loc city in accordance with regulations, ensuring completion in 2025.

The Ministry of Transport coordinates with Lam Dong Provincial People's Committee to complete investment procedures according to regulations.

Lam Dong Provincial People's Committee is responsible for reviewing and balancing capital to implement the remaining items of the Bao Loc city bypass in accordance with legal regulations.

The southern bypass of Bao Loc city has a total length of 15.6km. The starting point of the route is in Loc Chau commune and the ending point is in Loc Nga commune.

The project started on August 31, 2017 with a total investment of VND 800 billion and was built according to the standards of a grade III mountainous road. The purpose of the project is to reduce the load on National Highway 20 through the center of Bao Loc city, promoting the socio-economic development of the locality.

According to the Department of Transport of Lam Dong province, the project has completed about 70% of the volume, basically completing 15/15km. Due to lack of capital, the project has been suspended since October 2020 under the direction of the Ministry of Transport, waiting for competent authorities to consider and handle the project's capital source.

To date, the project has been behind schedule for nearly four years. Currently, the bypass road is sinking and the road surface is cracked. Authorities have recorded 120m of damaged road surface. Of which, there is a broken section, the road surface has sunk nearly 2m from the original location.
