Temporary fix
The Ho Chi Minh Road project, the eastern bypass of Buon Ma Thuot city (Dak Lak province) has a total investment of more than 1,500 billion VND from the central budget with a length of more than 39km. The project is invested by the Dak Lak Province Management Board of Traffic Construction Investment and Rural Development Projects (Board A).
Currently, the route passing through Cu M'gar district is about 5.9km long, with the district's Land Fund Development Center carrying out compensation and site clearance support. Up to now, the relevant parties have handed over the site from Km1+000 - Km5+900 and Board A has directed the contractor to complete the construction from December 2022.
However, there is still 1km (from Km0+000 to Km1+000) of the above project that has not been implemented due to land clearance. This process has led to the existing road being damaged, causing mud, potholes... greatly affecting the travel and living needs of the people.
The construction unit of package No. 3 (under the Ho Chi Minh Road Construction Investment Project, the eastern bypass of Buon Ma Thuot City) in early November 2024 temporarily repaired the damaged area at the beginning of the project for vehicles and people to travel. Accordingly, to ensure the safety of people traveling, the construction unit poured about 300m3 of loose stones and crushed stones to level the road surface. In fact, this is only a temporary solution to make it more convenient for people and vehicles to travel, avoiding accidents.
The more you fix it, the more damage it causes.
Reporters from Lao Dong Newspaper were present at the project site, in the road area that An Nguyen Company Limited has just temporarily repaired. It is worth mentioning that the current situation is worse than a month ago. In the area where more rocks and gravel have been added, there are signs of deeper subsidence. On the 1km stretch of road, many new "buffalo potholes" and "elephant potholes" have appeared due to the high density of vehicles passing through here, mostly heavy-duty vehicles carrying construction materials.
Mr. Hoang Nhu Trung (Cu M'gar district, Dak Lak province) confirmed: "Two weeks ago, An Nguyen Company Limited brought a vehicle carrying materials to repair a part of the road. However, after several heavy rains combined with too much traffic density, the road has become dilapidated again, even more difficult to travel on and dirtier than before the temporary repair. In sunny weather, there is even a fishy smell."
"Children riding electric bicycles used to be able to avoid potholes on this road, but now there are sections where they have to get off and walk for fear of accidents. With repairs like this, it would be better if the contractor didn't do it," Mr. Trung added.
A representative of An Nguyen Company Limited shared: "In fact, the process of adding more gravel and crushed stone to level the road surface is only a temporary solution because sooner or later this road will deteriorate again if it is not properly constructed. We also do not want this situation to happen because the people in the area also have a lot of trouble and difficulty traveling."
"If the competent authority quickly completes the compensation, site clearance, and resettlement work, when we have clean land, we will start construction immediately. Thereby, ensuring traffic safety and restoring the beauty of the area" - a representative of An Nguyen Company Limited added.
In fact, in Cu M'gar district, the above project did not arrange a resettlement area. Therefore, when 13 households were resettled, the District People's Committee had to review the land fund, implement compensation and support, and build infrastructure for the new resettlement area using the district budget. Currently, the District People's Committee is establishing land prices for the resettlement area to have a basis for establishing and approving the compensation plan for site clearance and resettlement for 13 households.
