The purchase price of a vehicle is the purchase price including taxes payable according to the provisions of law, after deducting discounts and rebates; excluding: registration fee; vehicle registration and license plate fee; insurance fee; fee for issuing technical safety and environmental protection inspection certificates for motor vehicles and specialized motorbikes; road maintenance fees related to vehicle use.
In case the car is exempted from taxes (import, special consumption, value added), the full amount of exempted tax must be calculated into the car purchase price to determine standards and norms.
In addition to the above regulations, in case it is necessary to increase the number of specialized cars (due to functions and tasks) or adjust the price and type of car due to work requirements and market fluctuations, the unit shall send a summary report to the Department of Finance, submit it to the Provincial People's Committee and report to the Standing Committee of the Provincial Party Committee for comments for consideration and decision.
Specialized vehicles specified in this Decision include:
Vehicles with special structures (vehicles carrying money, gold, silver, precious stones; vehicles equipped with laboratory equipment, cranes, garbage collection and compression vehicles, garbage and waste vehicles...).
Cars equipped with specialized equipment (specialized equipment fixed to the car) or cars with identification signs as prescribed by law (cars equipped with satellite receivers and transmitters; mobile radio and television vehicles; traffic inspection vehicles; funeral service vehicles; customs supervision vehicles; training, driving practice, and car testing vehicles; cash escort vehicles, etc.).

The Provincial People's Committee assigns the Department of Finance, based on this Decision, to coordinate with agencies, organizations, units, and People's Committees of districts, towns, and cities to annually synthesize needs and base on budget capacity to make plans and estimate funding sources to report to the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee for consideration and decision, as a basis for equipping specialized vehicles.
Agencies, organizations and units that need to be equipped with specialized cars but are not specified in this Decision, depending on the nature of the specific work, when there is an urgent need to equip to serve the work, the agencies, organizations and units shall, based on current regulations, propose to the Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee for consideration and decision.
In the process of implementation, if there are any problems, agencies and units shall report to the Provincial People's Committee (through the Department of Finance) for implementation guidance. This Decision takes effect from September 15, 2024 and replaces Decision No. 47/2021/QD-UBND dated December 3, 2021 of the Provincial People's Committee stipulating standards and norms for the use of specialized vehicles equipped for agencies and units under the management of Quang Binh province.
