The People's Committee of Tuyen Quang province issued Decision No. 40/2024/QD-UBND regulating the quantity and types of cars for general work according to the standards and norms of agencies, organizations, and units and the standards, norms, and purchase prices of specialized cars of agencies, organizations, and units under its management in the area. The Decision takes effect from November 2024.
According to the above decision, only two high schools in the area, the Specialized High School and the Provincial Boarding High School for Ethnic Minorities, are equipped with specialized cars with more than 16 seats.
The price of specialized cars is regulated by the People's Committee of Tuyen Quang province as follows:
The purchase price of specialized automobiles stipulated in this Decision is the purchase price including taxes payable according to the provisions of law, after deducting discounts and rebates; excluding: registration fee; vehicle registration and license plate fee; insurance fee; fee for issuing technical safety and environmental protection inspection certificates for motor vehicles and specialized motorbikes; road maintenance fee related to vehicle use.
In case the car is exempted from taxes (import, special consumption, value added), the full amount of exempted tax must be calculated into the car purchase price to determine standards and norms.
In case after 1 year from the effective date of this Decision, the car purchase price on the market fluctuates and increases, the Department of Finance shall advise the Provincial People's Committee to decide on a higher car purchase price, but the increase shall not exceed 15% compared to the price specified in the Decision.
Tuyen Quang Provincial People's Committee assigns responsible agencies, organizations and units to:
Purchase, manage and use cars under management in accordance with standards and norms, within the budget assigned by competent authorities and in accordance with current laws; organize accounting and publicize car usage costs at agencies, organizations and units in accordance with laws.
Fully update car data after review and processing into the National Database of Public Assets within the prescribed time limit.
The Department of Finance shall preside over and coordinate with relevant agencies and units to be responsible for:
Guide, inspect and supervise the implementation of purchasing, managing and using cars at agencies, organizations and units under the management scope in the province according to the provisions of this Decision and relevant current legal regulations, to prevent negativity and loss of State capital and assets.
Based on the standards and norms for the use of automobiles under the management scope in the province in this Decision and related documents, review and rearrange the number of existing automobiles of agencies, organizations and units under the management scope of the locality to ensure savings, efficiency, suitability with the actual situation at agencies, organizations and units and in accordance with current legal regulations.
Handling surplus cars shall comply with the provisions of the Law on Management and Use of Public Assets and documents detailing the implementation of the Law on Management and Use of Public Assets.
The State Treasury of Tuyen Quang is responsible for controlling the expenditure on purchasing cars of agencies and units in accordance with current standards, norms and relevant legal regulations.
