A citizen sent the following question to the Ministry of Public Security:
Previously, I lived in Hanoi, now I have just moved to Ho Chi Minh City. I would like to ask the Ministry of Public Security, in my case, do I have to change my car registration when I change my residence? If I have to change, what procedures do I have to do?
Responding to this issue, the Ministry of Public Security said:
Clause 1, Clause 2, Article 13 of Circular No. 24/2023/TT-BCA dated July 1, 2023 of the Ministry of Public Security stipulates on the issuance and revocation of registration and license plates of motor vehicles, stipulating: When transferring vehicle ownership or changing headquarters or residence from one province or centrally run city to another (hereinafter referred to as moving the original owner), the vehicle owner must carry out the revocation procedures at the agency currently managing the vehicle records.
2.The organization or individual receiving the transfer of vehicle ownership or the vehicle owner (in case of moving the original owner) shall carry out the procedures for registration of name change and vehicle transfer at the vehicle registration agency as prescribed in Article 4 of this Circular".
The procedure for the vehicle registration certificate revocation dossier is prescribed in Clause 1, Article 14 of Circular No. 24/2023/TT-BCA, including: vehicle registration revocation declaration, license plate; Vehicle owner's documents as prescribed in Article 10 of Circular No. 24/2023/TT-BCA; 02 copies of the engine number and chassis number; vehicle registration certificate; vehicle owner does not have to return the license plate, except in the case of a registered vehicle with a 3-digit or 4-digit license plate, in which case the 3-digit or 4-digit license plate must be returned; in case of loss of vehicle registration certificate or license plate, the reason must be clearly stated in the registration revocation declaration and license plate.Vehicle registration procedures (transfer of original owner) are prescribed in Clause 2, Article 14 of Circular No. 24/2023/TT-BCA, including: vehicle registration declaration; vehicle owner's documents as prescribed in Article 10 of Circular No. 24/2023/TT-BCA; registration fee voucher as prescribed in Clause 3, Article 11 of Circular No. 24/2023/TT-BCA; registration revocation certificate and license plate.
According to the provisions of Clause 3, Article 20 of Circular No. 79/2024/TT-BCA dated November 15, 2024, regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes (replacing Circular No. 24/2023/TT-BCA, effective from January 1, 2025), the case of changing the vehicle registration certificate when the vehicle owner changes his/her headquarters or place of residence to a new address outside the scope of the vehicle registration agency that issued the vehicle registration certificate is as follows: Regarding the vehicle registration file confirmation procedure: submit the vehicle registration certificate and the vehicle registration file confirmation request (according to form DKX13 issued with Circular 79/2024/TT-BCA) to the vehicle registration agency managing the vehicle records to be granted a vehicle registration file confirmation.
Vehicle registration file procedures (moving the original owner), including: vehicle registration declaration and vehicle registration file confirmation.
Thus, in case of changing the vehicle registration certificate to a new address before January 1, 2025, it shall be implemented according to the provisions of Circular 24/2023/TT-BCA of the Ministry of Public Security.
From January 1, 2025, it will be implemented according to the provisions of Circular No. 79/2024/TT-BCA of the Ministry of Public Security.
