The Ministry of Finance is seeking opinions on the draft Circular regulating the collection rate, collection regime, payment of driving test fees; fees for granting degrees, certificates and registration fees, and granting license plates for specialized motorbikes.
This draft is designed to ensure consistency and unity with new legal regulations, especially the Law on Road Traffic Order and Safety, which will take effect from January 1, 2025.
One of the important highlights of the draft is the adjustment of the Toll and Fee Charging rates to suit the change of driving license classes under the new Law. Specifically, vehicle classes A1, A2, A3, A4 will be converted to A1, A, B1. Grades B1, B2, C, D, E, F will be converted to B, C1, C, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE.
The draft also proposes to reduce the fee by 30% for cases of registration and issuance of license plates for specialized motorbikes online.
Accordingly, the fee collection in this case will be only 70% compared to the normal collection rate.
This is a step to implement the policy of simplifying administrative procedures approved by the Prime Minister in Decision No. 1891/QD-TTg dated September 3, 2025.
