The Ministry of Construction has just reported on the implementation of Decree 160/2024/ND-CP dated December 18, 2024 of the Government regulating driver training and testing activities.
According to the Ministry of Construction, the results of driver training activities are as follows:
Continue to do a good job of management, improve the quality of driver training; promptly detect inadequacies in legal regulations, regulations, and standards to recommend competent authorities to amend and supplement them accordingly.
Guiding and directing the effective implementation of Decree No. 160/2024/ND-CP on driver training activities directing training institutions to research and implement to ensure that professional facilities and techniques (driver practice grounds, driving practice vehicles and teachers...) meet the regulations.
Direct driving training institutions:
Strengthen the application of information technology in driving training activities to facilitate driving learners, while strengthening supervision of training activities to improve the quality of driving training.
Strengthen management activities, disseminate practical driving skills to teachers during the teaching process: Always sit next to guide and support driving skills for students (including in driving practice grounds and on public roads); the learning process of driving practice on the road requires students to strictly comply with the wearing of the "Driver practice student" badge; do not drive incorrectly on the road in the Driving practice license; strictly comply with the Road Traffic Law.
The training process is to propagate traffic culture to educate ethics and raise awareness for drivers, ensuring that after graduation, learners have good practice skills, have ethics and a sense of organization and discipline, especially awareness of implementing traffic culture.
Proactively check and review driving practice vehicles and DAT data to promptly detect and handle fraud cases ( installing multiple DAT devices on 01 vehicle, using software and technological equipment to intervene in DAT data, studying...); check the data of each student's classes on the DAT database, eliminate unqualified students right from the final step of the graduation exam.
Encourage training facilities to invest in adding and replacing driving practice vehicles, eliminating old vehicles, vehicles with too long a usage period that do not ensure safety during driving practice, contributing to improving the quality of training.
Regarding driver testing activities (now transferred to the Ministry of Public Security).
The Ministry of Public Security issued Circular No. 12/2025/TT-BCA dated February 28, 2025 regulating the testing and issuance of driving licenses; issuance and use of international driving licenses to implement the task of receiving them from the Ministry of Transport (now the Ministry of Construction); issued Decision No. 1025/QD-BCA dated February 25, 2025 on promulgating the list of administrative procedures in the field of testing and issuing driving licenses and a number of documents on the assignment and decentralization of testing and issuing driving licenses between the Traffic Police Department, the Traffic Police Department and the Commune-level Police.
From March 1, 2025 to now, the police of units and localities have deployed 963 points to receive driver's license renewal documents; issued and reissued to more than 1.15 million cases directly and through the public service portal; organized the reception and issuance of international driver's licenses to 268 cases. Organized 2,001 exams for 713,197 students.
Strengthen communication of policies and legal regulations, test organization schedules, locations for receiving driver's license renewal documents and instructions, and answers to people's reflections on mass media, electronic information sites, electronic applications, and social networking sites related to driving test and issuance.
Announce the phone numbers of the Director and Head of the Traffic Police Department of 34 provinces and cities to receive feedback from people on the situation of traffic order and safety, including testing and issuing driving licenses. Regularly strengthen inspection and urging the organization of driving tests and licensing.
Upgrade and complete the information system for testing and issuing driving licenses in the direction of focusing, unifying, synchronizing, connecting, sharing with relevant databases of ministries and branches.
