In the Draft Submission to the Decree amending and supplementing a number of articles of Decree No. 160/2024/ND-CP dated December 18, 2024 of the Government regulating driver training and testing activities, the Ministry of Construction said about the expected resources and conditions to ensure implementation as follows:
The addition of the requirement for training institutions to "Having an electronic identification and authentication application system to ensure the accurate identification and authentication of students from the time of registration for training to the time of registration for driving tests" in Clause 4, Article 3 of the draft Decree aims to create a premise for building digital transformation in driving training activities.
Accordingly, digitalization right from the driving registration stage is the basis for building the digitalization of the driving training stage to the end of the training to issue a certificate of completion of the training course, in the spirit of Resolution No. 57 - NQ/TW dated December 22, 2024 of the Central Executive Committee on breakthroughs in science, technology development, innovation and national digital transformation.
However, to meet this requirement, the 372 existing driving training facilities need to allocate resources for implementation: 5,580,000,000 VND.
The Ministry of Construction said that the purpose of issuing this revised document is to review and amend the authority of state management in training and testing in accordance with the functions and tasks of the Ministry of Public Security and the Ministry of Construction as stipulated in Decree No. 02/2025/ND-CP and Decree No. 33/2025/ND-CP of the Government.
Continue to improve the legal framework to regulate the management of driver training and testing activities in accordance with the new regulations of the Law on Road Traffic Order and Safety.
Continue to develop and implement a plan to reduce business conditions related to training activities; cut and simplify administrative procedures and promote decentralization of administrative procedures related to the management of driver training and testing activities according to Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the program to cut and simplify administrative procedures related to production and business activities in 2025 and 2026 to ensure state management and increase transparency, improve service quality in driver testing training activities to better serve people, organizations and individuals.
Implement Resolution No. 57 - NQ/TW on breakthroughs in science, technology, innovation and national digital transformation development; accordingly, adding the content "Documents and results of handling electronic administrative procedures with legal value such as paper sales".
The viewpoint of drafting this Decree is as follows:
First, clearly define the authority of state management of driving tests conducted by the Ministry of Public Security and state management of driving training conducted by the Ministry of Construction.
Second, cut down on business conditions and simplify administrative procedures, using the VNeID application to display information on electronic devices in handling administrative procedures to serve national digital transformation.
Third, fully review to promptly resolve difficulties and problems of localities, organizations and individuals in organizing the provision of driver training and testing services.
Fourth, inheriting current regulations that have stabilized and promoted effectiveness in practice.
