Previously, according to Clause 2, Article 24, Decree No. 165/2024/ND-CP dated December 26, 2024, from February 15, 2025, 4-wheeled motorized passenger vehicles (tourism electric vehicles) are only allowed to operate on routes with a maximum speed limit of 30km/h.
This causes disadvantages for the operation of electric tourist vehicles in many localities, because if there are signs limiting the speed to 30km/h, it will affect the general traffic situation because other vehicles also have to run below the speed of 30km/h.
Provinces and cities with many electric vehicles for tourism have sent documents recommending the Ministry of Construction to study and advise the Government to consider amending the provisions in Clause 2, Article 24, Decree No. 165/2024/ND-CP dated December 26, 2024 to suit the reality.
However, according to the representative of the Department of Construction of Quang Ninh province, up to now, there have been no opinions from central ministries and branches on this issue, so the People's Committee of Quang Ninh province has just issued a document requesting the People's Committees of communes, wards, and special zones, including Yen Tu, Bai Chay, Cai Chien, Mong Cai 1, Vinh Thuc, Van Don, and Co To, to review and place signs limiting the maximum speed of 30 km/h on routes with 4-wheeled motor vehicles operating passenger transport (electric vehicles carrying passengers).
The Department of Construction is responsible for guiding and urging localities in placing signs, controlling vehicle operations, and synthesizing and reporting the implementation results to the Provincial People's Committee according to regulations.

Currently, Quang Ninh has about 400 tourist electric cars, concentrated in Bai Chay, Quan Lan, Minh Chau, Mong Cai 1... Of which, Bai Chay Tourist Area alone has about 170 cars. For a long time, these vehicles have been traveling on the same route as other types of vehicles.
Representatives of a number of electric vehicle trading companies serving tourism in Bai Chay ward, Quang Ninh province said that according to the above regulations, all electric vehicles in Bai Chay will have to stop operating. Because the road with the most speed limit is currently only 40km/h and certainly cannot be reduced to 30km/h because it affects traffic in the entire area.
On the tourist islands of Van Don Special Zone, such as Minh Chau and Quan Lan, there are about 100 electric vehicles serving tourists and this is the main means of transporting tourists. According to the Department of Construction of Quang Ninh province, placing 30km/h signs can be done because cars on these islands are very few and many routes are not large, so they cannot run at high speed.
