The Ministry of Public Security has just issued Circular 51/2025/TT-BCA, amending Circular 79/2024 and Circular 13/2025, which stipulates the registration of vehicle license plates for 34 provinces and cities from July 1, 2025.
Specifically, according to Appendix 2 attached to the Circular, vehicle license plate symbols in localities are as follows:

In addition, Circular 51 also adjusts the principle of vehicle registration. Accordingly, organizations and individuals who win the auction of license plates can choose to register at the vehicle registration agency in the province or city where they are headquartered, or at the Traffic Police Department for Management of the auctioned license plates.
In addition, domestic organizations and individuals are allowed to choose to register their vehicles at the Traffic Police Department or the Police of communes, wards and special zones as prescribed in Clause 4, Article 4 of Circular 79/2024.
Circular 51/2025/TT-BCA takes effect from July 1, 2025.
