Circular No. 71/2025/TT-BTC amending and supplementing a number of articles of the Circulars of the Minister of Finance regulating fees and charges takes effect from July 1, 2025.
A notable point of Circular No. 71/2025/TT-BTC is the re-regulation of the area of application of fees for granting registration certificates and license plates for vehicles. Instead of 3 areas, Circular No. 71/2025/TT-BTC stipulates that there are 2 more areas.
Hanoi City, Ho Chi Minh City are in Area I. Area I includes all communes and wards under the city, regardless of whether it is inner-city or suburban, except for special zones under the provincial level.
The fee for granting registration certificates and license plates will also be changed in detail as follows:
According to the Circular, organizations and individuals with headquarters or residence in any area shall pay the fee for granting a registration certificate and license plate according to the fee collection rate prescribed for that area.
Organizations and individuals who win the auction of vehicle license plates shall pay the registration certificate and license plate fees according to the fee collection rate of the area where the organization or individual chooses to register and issue the auctioned license plate according to the provisions of law on vehicle registration and motor vehicle license plates.
