According to the Vietnam Register, semi-trailers carrying oversized and overweight goods are vehicles that are oversized and overloaded beyond the capacity to meet the requirements of the inspection line at the inspection facility, so inspections must be conducted outside the inspection facility.
In the regulations on vehicle inspection outside the inspection facility, there is a content to check the brake performance on the road, must use a speed measuring device (according to QCVN 103:2024/BGTVT) and must have a brake performance inspection line that meets the regulations in QCVN 122:2024/BGTVT.
The reason why these vehicles are not inspected in the first months of 2025 is due to some inspection facilities being confused when they are not equipped with sufficient equipment and do not have a clear understanding of regulations and inspection procedures.
The Vietnam Register said that the unit has been identified in advance and has proactively researched, organized training, and guided inspection facilities nationwide to purchase speed measuring devices to conduct inspections outside the inspection facility.
On February 25, 2025, the Vietnam Register issued Document No. 727/DKVN-VPTI to the Department of Transport (now the Department of Construction), Automobile Transport Associations, and inspection facilities.
The Department has urged inspection facilities to immediately purchase adequate inspection equipment and tools and conduct inspections outside the inspection facilities according to regulations.
The Department of Construction of provinces and cities is requested to urge inspection facilities to urgently purchase sufficient necessary tools and equipment for inspection work according to the provisions of QCVN 103:2024/BGTVT, especially equipment for conducting inspections outside the inspection facility to ensure smooth inspection activities, serve inspection needs well and avoid unnecessary damage to people and businesses.
The Department recommends that Transport Associations recommend vehicle owners and businesses to proactively contact inspection facilities to agree on inspection plans, prepare human resources, vehicles, and inspection locations to meet the requirements in QCVN 122:2024/BGTVT, so that inspection facilities can conduct inspection work outside of inspection facilities in accordance with regulations.
To date, 94 inspection facilities nationwide in provinces and cities have been fully equipped with inspection equipment and tools and are ready to conduct inspections outside the inspection facilities, meeting the inspection needs of people and businesses.
The Ministry of Construction has also issued Document No. 1006/BXD-KHCNMT&VLXD dated March 26, 2025 to the People's Committees of provinces and centrally run cities to direct departments and branches to support lending and leasing roads to check the effectiveness of braking so that inspection facilities can conduct inspections of vehicles outside the inspection facilities.
Before April 2025, the Vietnam Register worked with the Vietnam Automobile Transport Association to directly direct inspection facilities to coordinate with super-school and overweight enterprises to inspect all oversized RM/SMRM values that have expired from 2024 to the first quarter of 2025.
The Vietnam Register will continue to rectify and guide inspection facilities to conduct inspections of these vehicles to avoid the above situation.
The Vietnam Register will request the Vietnam Automobile Transport Association and the Supra-school and Overweight Cargo Transport Association to specifically count the number of vehicles with inspection deadlines so that the Vietnam Register can have a support plan.
