According to the representative of the Motor Vehicle Inspection Center 2903S (No. 3 Le Quang Dao, My Dinh, Nam Tu Liem, Hanoi), QCVN 122:2024 stipulates that cars that arbitrarily change the paint color completely different from the vehicle registration will be considered a serious defect or damage.

Therefore, when going for inspection, the inspection will not be passed and the vehicle owner will have to return to fix the problem and re-inspection. The vehicle owner is forced to change the information on the vehicle registration to match the actual paint color of the car, or repaint the original paint color to match the vehicle registration.

However, applying decals to the body or roof of a vehicle will not be considered a violation if it does not change the vehicle's identity. If the decal area is less than 50% of the main paint color of the vehicle body (decorative decals for part of the body or advertising brand identity for transport business vehicles such as taxis and technology vehicles), the car will still be registered normally.

For decals on the roof of the car, this area is not considered as the body of the car. Therefore, the decal (usually black) does not affect the vehicle's identification or structure. Therefore, the car is still inspected normally.

If the vehicle passes all inspection items, the owner will be issued a certificate and inspection stamp with the appropriate cycle according to the vehicle's year of manufacture.
