The Ministry of Public Security is seeking opinions on the draft (2nd time) Decree amending and supplementing a number of articles of Decree No. 168/2024/ND-CP dated December 26, 2024 of the Government stipulating penalties for administrative violations of traffic order and safety in the field of road traffic; deducting points, restoring points for driver's licenses. The draft will be consulted until the end of April 19.
One of the notable points, Article 4, draft stipulates:
Article 4. Amending and supplementing point b, clause 3, Article 14.
“b) Driving a vehicle with license plates attached in the wrong position, not in accordance with regulations; attaching license plates with unclear letters, numbers or painting, pasting on letters, numbers of vehicle license plates; attaching license plates that are bent, covered, changing letters, numbers, colors (of letters, numbers, background of vehicle license plates), shape, size of vehicle license plates or using materials, materials, and equipment that change the information recognition feature of vehicle license plates”.
Comparing point b, clause 3, Article 14 of Decree No. 168/2024/ND-CP stipulating fines from 4,000 VND to 6,000 VND for drivers of motorbikes, mopeds, similar vehicles to motorbikes and similar vehicles to mopeds who violate regulations on vehicle conditions when participating in traffic as follows:
A fine of between 4,000 VND and 6,000 VND shall be imposed for one of the following violations:
a) Driving vehicles without license plates (for types of vehicles that are required to have license plates); attaching license plates that are not in accordance with vehicle registration certificates or attaching license plates not issued by competent authorities;
b) Driving a vehicle with license plates attached in the wrong position, not in accordance with regulations; attaching license plates with unclear letters and numbers or using other materials to paint or paste on the letters and numbers of the vehicle's license plate; attaching license plates that are bent, covered, or change the letters, numbers, colors (of letters, numbers, background of the vehicle's license plate), shape, and size of the vehicle's license plate.
Thus, compared to Decree 168, the draft is supplementing the act of using materials, materials, and equipment to change the information recognition feature of license plates. This act will be fined from 4 - 6 million VND.
