Hanoi needs infrastructure and policies to support the transition to electric taxis

Hanoi aims to complete the conversion of all gasoline and oil taxis to electric and green-energy taxis by 2030. Experts believe that to achieve this goal, the city needs to fully prepare infrastructure and appropriate support mechanisms for businesses and drivers.

Converting 63 - 64% of gasoline taxis to electric vehicles in 2026

According to the plan of the Hanoi People's Committee on converting fossil fuel taxis to electricity and green energy, the roadmap is to complete the conversion of all gasoline and oil taxis to electric taxis in the city by 2030 at the latest.

The conversion rate is expected to reach about 63 - 64% in 2026; 68 - 70% in 2027; 74 - 77% in 2028; 88 - 96% in 2029 and reach 100% in 2030.

Hanoi City also sets a goal to build mechanisms and policies to encourage and support taxi transport businesses to proactively convert vehicles, ensuring harmony of interests between the State, businesses and people.

According to the orientation, this transformation aims to promote the development of green and sustainable transportation; contributing to the implementation of national targets on emission reduction in the transportation sector, while improving the air quality in urban areas.

As a person with more than 10 years of taxi driving experience in Hanoi, Mr. Bach Thanh Tung (in Mo Lao, Ha Dong) believes that the policy of switching to electric taxis is necessary in the context of increasing air pollution in the Capital.

However, what drivers want most is to have financial and infrastructure support policies. If they can borrow capital at low interest rates, extend the installment payment period, or businesses stand out to invest in vehicles, drivers will be more assured of working" - Mr. Tung shared.

From a business perspective, Mr. Ta Minh Ngoc - Director of Noi Bai Taxi Co., Ltd. - said that electric taxis have appeared on the market in recent years, so the conversion is not too new.

Regarding investment capital, according to Mr. Ngoc, if there are preferential loan support packages or appropriate financial policies, businesses will reduce the initial cost pressure when converting vehicles.

Accelerate the transition

Talking to a reporter from Lao Dong Newspaper, Mr. Nguyen Van Thanh - former Chairman of the Vietnam Automobile Transport Association - said that Hanoi needs to accelerate the process of converting taxis to using green energy, because environmental pollution is one of the major bottlenecks for the development of the Capital.

If Hanoi wants to develop in a civilized, green - clean - beautiful direction, the conversion of gasoline taxis to vehicles using clean energy is an inevitable trend. The city has built a roadmap to 2030, but if there is active support for infrastructure and credit policies, the conversion can be completed sooner" - Mr. Thanh said.

According to this expert, the transition process may also affect the livelihoods of a part of taxi drivers. Therefore, Hanoi needs to build a suitable roadmap, and at the same time closely coordinate with the Hanoi Taxi Association, businesses and drivers to effectively implement it.

In addition, Hanoi City needs to soon develop an infrastructure system to serve electric vehicles, especially charging stations, and at the same time encourage transport businesses to invest in separate charging station systems.

Because Hanoi is a pioneer in transforming taxis to green energy, it is necessary to prepare carefully in terms of both infrastructure and policy mechanisms, avoiding confusion when implementing. Regulations must also be clear and specific so that businesses and other localities can refer to and apply them" - Mr. Thanh emphasized.
