Sharing at the seminar "Electric vehicles: Solutions for the energy and sustainable development problem," recently organized by Cong Thuong Newspaper, Mr. Nguyen Quang Huy - Deputy Head of Transport Management Department, Hanoi Department of Construction said that the Department has chaired and coordinated with the Hanoi Taxi Association, 65 taxi business units in the city, held a meeting and implemented according to the roadmap of the City People's Committee, ensuring the goal that by the end of 2030, all Hanoi taxis will switch to electric vehicles and environmentally friendly energy, in order to improve the air and contribute to reducing emissions.
According to statistics, the total number of vehicles to be converted by 2030 is 27,975 vehicles.
Currently, the Department of Construction is advising the City People's Council to develop a resolution on converting fossil fuel vehicles to clean energy. The resolution has many solutions to support business units, including solutions on loan interest support, interest rates, and support for charging station business units.
The second is preferential parking fees for electric vehicles. The third is the synchronous development of charging stations according to the planning of the Capital and transportation in general.
Regarding the charging station infrastructure development plan, the Department of Construction is also implementing a review of 110 potential locations, many types of land and many concentrated areas from Ring Road 3 inwards, most of the locations are suitable" - Mr. Huy said.
At the same time, the Department of Construction also presides over the work to survey the battery exchange system and develop a complete set of criteria as a basis for preparing bidding documents, selecting suitable investors for the pilot phases of battery exchange stations and public charging stations to ensure that all vehicles can be shared and operate like previous gas stations.

From the business side, Mr. Hoang Ha - General Director of VinFast Electric motorbike market in Vietnam - Vingroup Group said that the unit is building a comprehensive green migration ecosystem with 150,000 charging ports covering Vietnam, and is expected to add 99 super charging stations to serve 100 electric cars at the same time with a charging time of only 15 minutes. The network of electric motorbike battery exchange cabinets is also being expanded.
Customers are currently supported with 6-13% of the selling price, 0% installment purchase, 3-5% support when switching from gasoline to electric vehicles, 100% exemption from registration fees for electric motorbikes, free car battery charge until February 2029 and free motorbike battery exchange until June 2028.

3 important pillars
Dr. Vo Tri Thanh, Director of the Institute for Brand and Competitiveness Strategy Research, said that Vietnam and many countries have committed to the Green Growth target, towards net zero emissions by 2050. In this transformation strategy, energy and transportation are two key areas, closely related to each other.
For the green transformation process in the transportation sector to take place effectively and sustainably, Dr. Thanh believes that it is necessary to emphasize a number of important pillars.

First, in the green growth strategy, it can be generalized into continuous solution groups including: Green legal - green policy; green production - green business; green consumption; and green investment. These are foundations that need to be deployed synchronously.
Second, it is necessary to recognize that "green" is not only a requirement from commitments, but also an order from the market, an inevitable trend. However, this process needs to have an appropriate priority roadmap, and at the same time flexibly implement support policies for both supply and demand and science and technology. In particular, it must be based on market and competition foundations, because this is a decisive factor in the effectiveness and sustainability of the transition process.
Third, in the context of a rapidly changing world, with the emergence of many new models and technologies, it is necessary to boldly apply a pilot mechanism (sandbox). This process must be linked to a clear roadmap, ensuring transparency and participation, listening to the opinions of stakeholders, because this is not only a policy story, but also directly related to socio-economic life.
