On August 19, according to Lao Dong, Lai Chau Provincial People's Committee issued Decision No. 49/2025/QD-UBND stipulating the time and scope of passenger and cargo transportation activities by four-wheeled motorized vehicles in the province. This regulation takes effect from August 25, 2025.
According to the decision, four-wheeled vehicles with engines for passenger and cargo transportation are allowed to operate 24/24 hours if they have a business plan approved by a competent authority.
However, the scope of activities is different:
Cargo vehicles are allowed to travel on routes with a maximum speed limit of 50km/h, except for routes with prohibited signs.
Passenger vehicles are allowed to operate on routes with a maximum speed limit of 30km/h, except for routes with prohibited signs.
The Provincial People's Committee assigned the Provincial Police to preside over propaganda, inspection, and handling of violations; at the same time, direct the Traffic Police force and the commune-level police to strengthen traffic safety control.
The Department of Construction is responsible for coordinating in installing and adjusting the traffic sign system; instructing transport business units to comply with regulations; inspecting and recommending handling of violations.
The People's Committees of communes and wards must directly manage transportation activities in the area; at the same time, coordinate the placement of prohibition and restriction signs and disseminate regulations to the people.
This mountainous province also requires organizations and individuals selling four-wheeled motor vehicles to fully meet the conditions according to the Law on Road Traffic Order and Safety and the Road Law. The operation must be within the permitted time and scope; at the same time, periodically report the operational situation to the Department of Construction for synthesis and submission to the Provincial People's Committee and the Ministry of Construction.
The issuance of this decision is considered necessary to strictly manage transportation activities by four-wheeled vehicles with engines, a type of vehicle that is increasingly popular in mountainous areas.
The regulation creates a clear legal corridor for transport business enterprises and ensures traffic order and safety in Lai Chau province.
