The Ministry of Public Security issued Instruction No. 08/HD-BCA-V03 on decentralization of receiving and handling administrative procedures and public services online when not organizing district-level police.
The document stated that, implementing Plan 282/KH-DUCA dated January 25, 2025 of the Central Public Security Party Committee to implement the Conclusion of the Central Executive Committee and the Politburo on continuing to arrange and streamline the organization and apparatus of local public security to operate effectively and efficiently, meeting the requirements and tasks in the new period.
In order to ensure civil rights, create favorable conditions for individuals and organizations in online public services and administrative procedures when not organizing district-level police, the leaders of the Ministry requested the police of units and localities to implement a number of contents.
Principles and methods for receiving and handling administrative procedures/public services online when not organizing district-level police are as follows:
Ensure the reception and settlement of online administrative procedures/public services in accordance with the provisions of law; ensure a legal basis for the normal, continuous and smooth operation of the police at all levels.
Ensure no interruption of work, no overlap, duplication or omission of functions, administrative procedures/online public services, fields and management areas of the police force at all levels.
Ensure that the normal operations of individuals, organizations, and businesses in performing administrative procedures and online public services are not affected.
Regarding the method of receiving and handling administrative procedures as follows:
For online administrative procedures/public services currently being implemented at the provincial and commune levels: Continue to implement according to the provisions of law.
For online administrative procedures/public services that are decentralized to provincial communes, the following shall be implemented:
Regarding the receiving agency: Change the agency receiving online administrative procedures/public services, implement according to the provisions of the List of online administrative procedures/public services under the authority of the Ministry of Public Security to decentralize at the provincial and commune levels.
Regarding the content, order, implementation method, time for settlement and other related issues of administrative procedures/public services are kept unchanged.
Regarding the handling of administrative procedure/public service records submitted to the district-level police but not yet resolved (not yet resolved or no results of handling administrative procedures) until the time of officially dissolving the district-level police, implement as follows:
Conduct the review, handover and transfer of administrative procedure/public service documents to newly assigned units to receive, handle, and return results; handover procedures are carried out according to the instructions of professional departments.
Conduct administrative procedures/public services at district-level police on the Ministry of Public Security's Public Service Portal.
