This dangerous behavior quickly attracted many views, comments and made many people angry because of the risk of causing particularly serious traffic accidents.
Through grasping the situation in cyberspace, Road Traffic Police Team No. 4, Traffic Police Department of Lao Cai Provincial Police urgently verified and clarified that the vehicle driver was V.A. P. (born in 2006, residing in Tram Tau commune, Lao Cai province).
At the police station, V.A. P. admitted all violations.
Through inspection, functional forces determined that the young man not only had the act of lying on the seat of the vehicle to control the vehicle but also violated a series of other violations such as not having a driver's license, not wearing a helmet and driving the vehicle without a left rearview mirror as prescribed.
In addition, the vehicle owner V.A. T. was also identified as having violations including handing over the vehicle to an unqualified person to drive the vehicle and arbitrarily changing the car paint color not in accordance with the vehicle registration certificate.
According to the Traffic Police Department, Clause 11, Article 7 of Decree 168/2024/ND-CP stipulates that motorcyclists performing particularly dangerous acts such as letting go of both hands while driving, using feet to control the vehicle, lying on the saddle to control the vehicle, replacing the driver when the vehicle is running, turning back, blindfolding the driver or driving on one wheel will be subject to the additional penalty form of vehicle confiscation.
Regarding V.A. P.'s act of lying on the saddle to control the vehicle, in addition to being administratively sanctioned, functional forces have applied the measure of confiscating motorbikes according to regulations.
In addition, the act of driving a motorbike without a driver's license will be penalized depending on the type of vehicle and cylinder capacity according to Decree 168/2024/ND-CP.
For the offense of not wearing a helmet and driving without a left rearview mirror, the fine applies from 400,000 VND to 600,000 VND for each act.
For vehicle owner V.A. T., the act of handing over the vehicle to a person who does not meet the conditions to drive the vehicle may be fined from 8 million VND to 10 million VND for individuals.
In addition, the act of arbitrarily changing the car paint color not in accordance with the registration certificate may also be fined from 4 million VND to 6 million VND for individuals.
The Traffic Police Department said that just because of a few seconds of "self-expression" on social networks, many people may face major consequences such as vehicle confiscation, severe penalties, and even causing accidents for themselves and others.
Functional forces recommend that people, especially teenagers, absolutely do not perform performing driving behaviors, "view-baiting", "like-baiting" on social networks.
