
Speaking at the 30th anniversary of the establishment of the vehicle inspection industry (August 1, 1995 - August 1, 2025), Mr. Nguyen To An, Deputy Director of the Vietnam Register, said that in the future, the vehicle inspection industry will urgently promote the application of science and technology, digital transformation and the application of artificial intelligence (AI).

The leader of the Department of Registration also said that in the coming time, the inspection sector is determined to continue to innovate comprehensively, including the need to innovate and comprehensively change the organizational model. That is the separation between the function of state management and the provision of technical services. Continue to research, develop and perfect a system of legal documents in the direction of taking people and businesses as the center of service, ensuring the maintenance and promotion of the role of state management but must create all favorable conditions for production and business activities to develop as best as possible.
The inspection system will accompany the goal of green and sustainable development, especially in controlling emissions, promoting vehicles using green energy, clean energy, and environmentally friendly.

Informing about the 30th anniversary of the inspection industry, the leader of the Registry said that the starting point was from a platform with almost zero in 1995. Currently, the development registration industry includes specialized units of the Vietnam Register and 303/288 motor vehicle registration facilities in operation with 559/480 inspection lines in operation (of which the Vietnam Register has 19 facilities, construction departments have 69 facilities, socialized units (individual) have 215 facilities and have motor vehicle and specialized motorbike inspection inspectors in the total of more than 1920 inspectors working in the field of road motor vehicle registration.
At the ceremony, the leaders of the Vietnam Register acknowledged the difficulties of the registration industry. The end of 2022 to the end of 2023 is a challenging period when many inspection centers have stopped operating due to violations, leading to the risk of a large-scale breakdown and collapse of the inspection system.
As a result, there is a serious congestion of vehicles waiting for inspection, and the failure to inspect them in time leads to many difficulties and great damage to people, businesses and society.
From those difficulties, the entire inspection sector has drawn profound lessons on training, fostering professional ethics, behavioral culture, and professional capacity for inspectors, while reviewing and amending legal documents to suit reality.

The information technology infrastructure is outdated, many software used for 15-25 years are no longer suitable for the new requirements of the times.
The price of the inspection service has not changed for more than 10 years, while the operating cost has increased.
Many inspection equipment have been used for many years and are degraded but there is no funding to replace them.
There are 3 types of management and ownership of inspection facilities (Vietnam Register, Department of Construction, socialization (n individual).
The shortage of experienced inspectors has led to overload at VAQ, VMTC, NETC units and the quality of inspection activities at some inspected facilities has not been good.
In addition, the work of inspecting emissions of motorbikes and mopeds, green transformation, and developing vehicles using clean energy according to Directive 20/CT-TTg also poses urgent requirements for resources, policies and technology.
However, the inspection industry always determines to apply measures to overcome difficulties and increase responsibility.
