According to information from the Motor Vehicle Inspection Center 1201D and 1202D under Lang Son Motor Vehicle Inspection Joint Stock Company, in a short time, more than 100 vehicle owners have reported and been called by impersonators to inform them that from August 1, 2025, the Ministry of Construction will apply a new type of inspection stamp. Therefore, all vehicles using old inspection stamps must be reissued.
Accordingly, the subjects said that in order to "support" people to change stamps without taking time to wait, the subjects asked the vehicle owner to transfer a fee of about 10,000 VND to the provided account. At the same time, they instruct people to install applications on their phones to declare vehicle registration information.
Regarding this issue, Mr. Le Trung Thanh - Director of Lang Son Motor Vehicle Inspection Joint Stock Company - affirmed: "This is an act of impersonating a vehicle inspector to commit fraud. The company does not assign any officer to call the vehicle owner to advise on changing the stamp, extending the inspection or selling the vehicle insurance."
Mr. Thanh emphasized that the Vietnam Register has not yet issued any document requesting mandatory replacement of inspection stamps before August 1 as stated by the subjects. The issued inspection certificate and inspection stamp are still valid until the expiration date stated on the stamp.
According to current regulations, vehicle owners only need to go to the inspection agency in cases of changes in administrative information or vehicle specifications, there is absolutely no regulation on mass change of stamps as rumored.
Lang Son Motor Vehicle Inspection Joint Stock Company has sent information about the incident to the police to coordinate the investigation and search for impersonators.
To protect personal property, the company recommends that vehicle owners be especially vigilant, absolutely do not transfer money to any request to change the inspection stamp via phone.
Do not install an application or access strange links sent by people claiming to be vehicle registration officers. This could be a trick to steal personal information, OTP codes and appropriate money in bank accounts.
