Circular 79 issued by the Ministry of Public Security regulates the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes, effective from January 1, 2025.
In particular, Article 18 states the case of changing vehicle registration certificate and license plate.
Accordingly, these cases include: Vehicle registration certificate, license plate is blurred or damaged; Vehicle is modified; Vehicle has changed paint color; Vehicle has been registered, issued license plate with white background, black letters and numbers changed to license plate with yellow background, black letters and numbers (vehicle operating in automobile transportation business) and vice versa;
Change vehicle owner information (vehicle owner name, identification number) or vehicle owner needs to change vehicle registration certificate to new address;
Vehicle registration certificate has expired; Change old vehicle registration certificate, old license plate to vehicle registration certificate, license plate according to the provisions of this Circular; vehicle owner needs to change short license plate to long license plate or vice versa.
The Circular also provides specific instructions on documents for changing vehicle registration certificates and license plates.
The dossier includes: Vehicle registration declaration; Vehicle owner's documents as prescribed in Article 10 of this Circular; Vehicle registration certificate (in case of changing vehicle registration certificate) or license plate (in case of changing license plate).
In addition, for vehicles with modified engine assemblies or chassis assemblies, there must be a certificate of origin, proof of payment of registration fees, and proof of ownership transfer of the engine assemblies or chassis assemblies according to regulations.
In case the engine assembly and frame assembly are not of the same type, there must be an additional certificate of technical safety and environmental protection for modified motor vehicles and specialized motorbikes according to regulations;
A modified vehicle that replaces the engine assembly of a registered vehicle must have a certificate of revocation of the vehicle registration certificate and the license plate of the vehicle with that assembly;
Vehicles modified to change vehicle type must have additional certificates of technical safety and environmental protection for motor vehicles and specialized motorbikes modified according to regulations;
In case of changing a license plate with a yellow background and black letters and numbers to a license plate with a white background and black letters and numbers, there must be an additional document revoking the transport business license or a document revoking the badge or sign;
In case the vehicle owner needs to change the vehicle registration certificate when changing the headquarters or place of residence to a new address outside the registration scope of the agency that changes the vehicle registration certificate and license plate, there must be an additional vehicle file confirmation paper according to the form issued with this Circular.
