The Government has just issued Decree No. 153/2025/ND-CP amending and supplementing a number of articles of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government regulating standards and norms for the use of automobiles.
Decree adding Article 11a on cars for general work at the commune level. Accordingly, the quota for the use of cars for general work is a maximum of 2 cars/commune.
In addition, the Decree also amends and supplements "Article 11. Automobiles serving the general work of agencies, organizations and units at the provincial level".
For Hanoi City, Ho Chi Minh City, a maximum of 10 vehicles/Officer.
For provinces and centrally run cities with an area of less than 5,000 km2, 5 vehicles/Offices are allowed.
In case the province or centrally-run city has an area of 5,000 km2 to less than 8,000 km2, a maximum of 1 vehicle/Officer will be added; from 8,000 km2 to less than 11,000 km2, a maximum of 2 vehicles/Officer will be added; from 11,000 km2 or more, for every additional 3,000 km2, a maximum of 1 vehicle/Officer will be added.
The car quota for general work of agencies and units under the Provincial Party Committee and the City Party Committee (except for the Provincial Party Committee Office, City Party Committee, public service units under the Provincial Party Committee, City Party Committee, Party Committee at the commune level) is determined.
Units with a staff of up to 20 people: Maximum 1 vehicle/1 unit.
Units with a payroll of over 20 people to 40 people: Maximum 2 vehicles/unit.
Units with a payroll of over 40 to 80 people: Maximum 3 vehicles/unit.
Units with a payroll of over 80 people to 120 people: Maximum 4 vehicles/1 unit.
Units with a payroll of over 120 people or more will have a maximum of 1 car added for each 50 additional payrolls.
In addition, in the case of provinces and centrally run cities with a natural area of 9,000 km2 to 12,000 km2, a maximum of 01 vehicle will be added; from 12,000 km2 or more, for every additional 3,000 km2, a maximum of 1 vehicle/unit will be added.
In case the province or centrally-run city has more than 50% of the number of commune-level administrative units in the list of mountainous areas, islands, and areas with particularly difficult socio-economic conditions according to the regulations of the Government and the Prime Minister, a maximum of 1 unit vehicle will be added.
Coefficient for the use of automobiles of departments, branches, sectors and equivalents at the provincial level, Vietnam Fatherland Front Committee at the provincial level (including socio-political organizations at the provincial level) (not the units specified in Clauses 1, 2, 4 and 5).

Units with a payroll of 40 or less people: Maximum 1 vehicle/1 unit.
Units with a payroll of over 40 to 80 people: Maximum 2 vehicles/unit.
Units with a payroll of over 80 people to 120 people: Maximum 3 vehicles/1 unit.
Units with a payroll of over 120 people to 200 people: Maximum 4 vehicles/1 unit.
Units with a payroll of over 200 people or more will have a maximum of 1 car added for every 100 additional payrolls.
This Decree takes effect from July 1, 2025.
