According to the draft, the subjects of application under this decision include: Office of the Provincial Party Committee, Office of the National Assembly delegation and People's Council, Office of the People's Committee; departments, branches, sectors and equivalent; Vietnam Fatherland Front at the provincial level, provincial socio-political organizations; public service units directly under the Provincial People's Committee; districts and cities of the province (hereinafter referred to as agencies, organizations, units).
The number and types of cars used for general work of agencies, organizations and units (except for agencies, units and public service units under the Provincial Party Committee) are specified in detail in the appendix.
In which, equipment for district level is as follows:
Thus, Ben Tre district-level units are equipped with 6 to 7 cars for general work. This number is more than the current number of cars in the districts. Thus, after the decision is issued, district-level units will be equipped with more public cars.
Regarding the method of managing cars for general work as follows:
For provincial agencies, organizations and units, the management of cars for general work is assigned to each agency, organization and unit with standards and norms for the use of cars to directly manage and use for general work (called direct management method).
For agencies, organizations and units assigned to directly manage regulated automobiles that have affiliated or subordinate units, the Head of the unit shall decide on the centralized management method or the direct management method or a combination of both methods as appropriate.
For districts and cities: The People's Committee at the district level (after consulting with relevant agencies according to the Working Regulations of the District Party Committee and City Party Committee) decides on specific norms for each agency, organization and unit at the district level; decides on the management of cars for general work according to the provisions of Clause 2, Article 12 of Decree No. 72/2023/ND-CP.
