Article 6 of Circular 79/2024/TT-BCA regulating the issuance and revocation of vehicle registration certificates effective from January 1, 2025 stipulates the responsibilities of vehicle owners as follows:
Bring the vehicle to the vehicle registration office for inspection when applying for a new vehicle registration certificate and license plate (except for full online vehicle registration), issuing a vehicle registration certificate when changing vehicle owners, changing vehicle registration certificates when renovating or changing paint color.
Comply with the provisions of law on vehicle registration; honestly, fully and accurately declare information on vehicle registration regulations; be responsible before the law for the legality of the vehicle and vehicle records; the vehicle owner has a bank account when paying and receiving online refunds of vehicle registration fees.
In case of applying for a new vehicle registration certificate and license plate of a Vietnamese citizen for a manufactured, assembled or imported vehicle using the full online public service, the vehicle owner uses a level 2 electronic identification account to declare and submit the application via the public service portal or the National Identification Application, without having to bring the vehicle for inspection. Upon receiving the results, the vehicle's factory quality inspection certificate with a copy of the engine number and chassis number of the vehicle stamped by the vehicle manufacturing facility (for manufactured and assembled vehicles) or a certificate of technical safety and environmental protection quality for imported vehicles or a notice of exemption from inspection of technical safety and environmental protection quality for imported vehicles with a copy of the engine number and chassis number of the vehicle stamped by the vehicle importer (for imported vehicles) to the vehicle registration agency.
In case there is no paper copy, submit a printed copy from the electronic database system of the factory quality inspection certificate with a copy of the engine number and chassis number stamped by the vehicle manufacturing facility (for assembled vehicles) or a certificate of technical safety and environmental protection quality for imported vehicles or a notice of exemption from technical safety and environmental protection quality inspection for imported vehicles with a copy of the engine number and chassis number stamped by the vehicle importer (for imported vehicles).
Within 30 days from the date of issuance of the certificate of technical safety and environmental protection of a modified motor vehicle by a competent authority or change of information on the vehicle owner's name, vehicle owner's identification number, or when the vehicle registration certificate expires, the vehicle owner must go to the vehicle registration agency to carry out procedures to change or revoke the vehicle registration certificate and license plate (hereinafter referred to as revocation procedures) according to regulations.
