The Ministry of Public Security issued Decision No. 1383/QD-BCA on the announcement of a list of amended and supplemented administrative procedures in the field of registration and management of motor vehicles and specialized motorbikes; granting operating licenses to smart vehicles under the authority of the Ministry of Public Security.
The decision takes effect from March 1, 2025.
Accordingly, this Decision has the following procedures for vehicle registration:
Implementation procedures:
Vehicle registration procedures are performed using a partial online public service or directly at the vehicle registration agency.
When transferring vehicle ownership, the vehicle owner must complete the revocation procedures at the vehicle registration agency where the vehicle owner is headquartered and resides according to regulations. The revocation procedures are as follows:
Step 1: The vehicle owner declares the revocation of the vehicle registration certificate and license plate on the public service portal, provides the vehicle registration file code online or declare the revocation of the vehicle registration certificate and license plate at the vehicle registration agency.
The vehicle owner submits the request for revocation and receives an appointment to return the results of the certificate of revocation of the vehicle registration certificate and license plate.
Step 2: After checking the valid vehicle documents, the vehicle registration agency shall issue 2 copies of the certificate of revocation of the vehicle registration certificate and license plate according to regulations with a copy of the engine number and chassis number and a stamp of the vehicle registration agency on the copy of the engine number and chassis number.
For temporarily imported and re-exported vehicles of subjects entitled to diplomatic exemption rights, issue 3 certificates of revocation of vehicle registration certificates and license plates.
In case the vehicle owner has a need, a temporary vehicle registration certificate will be issued along with a certificate of revocation of the vehicle registration certificate and license plate, without having to have a temporary vehicle registration file.
Step 3: The vehicle owner logs in on the public service portal and accurately, fully and honestly declares the contents specified in the vehicle registration and registration form.
In case there is no registration number, the vehicle owner must print the vehicle registration certificate from the public service portal, sign, clearly state the full name, address and stamp.
In case of vehicle registration directly at the vehicle registration agency. The vehicle owner must accurately, fully and honestly declare the contents specified in the vehicle registration form.
Bring the vehicle for inspection and submit the application according to regulations.
Step 4: After checking the vehicle documents, if the vehicle is actually valid, the vehicle registration agency will issue a vehicle registration certificate and license plate.
Issuing a new license plate for cases where the vehicle owner has not been issued an identification license plate or already has an identification license plate but is registering for another vehicle.
Issuing an identification license plate for vehicle owners whose identification license plate has been revoked since August 15, 2023.
In case the vehicle or vehicle documents do not comply with regulations, the documents must be supplemented and completed according to the instructions of the vehicle registration officer in the documents instructions.
Step 5: Receive an appointment to return the results, pay the vehicle registration fee and receive the license plate (in case the identification license plate number is reissued); in case the vehicle owner needs to receive the vehicle registration results via postal service, register with the postal service unit.
Step 6: Receive the vehicle registration certificate at the vehicle registration agency or from the postal service unit.
In case the issued license plate is a 3-digit or 4-digit license plate, it must be changed to an identification license plate according to the provisions of Circular No. 79/2024/TT-BCA of the Ministry of Public Security.
The revocation dossier includes:
Declaration of revocation of vehicle registration certificate, license plate.
02 versions of the engine number and chassis number of the vehicle.
Photocopy of the vehicle ownership transfer document.
Vehicle registration certificate, license plate.
In case of loss of vehicle registration certificate or loss of license plate, the reason must be clearly stated in the declaration of revocation of vehicle registration certificate and license plate.
While waiting to receive the revocation results, the vehicle owner is allowed to keep the license plate for use and must return it upon receiving the revocation certificate.
In case the vehicle owner does not return the license plate, the vehicle registration agency will cancel the result and request the vehicle owner to re-issue the revocation procedure in case of loss of the license plate according to regulations.
Registration documents include:
Vehicle registration declaration.
Vehicle owner's documents.
Vehicle ownership transfer documents.
Vehicle registration fee documents.
Certificate of revocation of vehicle registration certificate, license plate.
Scope of settlement:
Issuance of certificate of revocation of registration, license plate: No more than 02 working days.
Issuing a first-time identification license plate: Issued immediately after receiving a valid vehicle registration application.
Reissue an identification license plate: No more than 7 working days.
In case of loss of vehicle registration certificate when completing the revocation procedure, the verification period is 30 days.
Administrative procedure handling agency:
The agency conducts vehicle registration procedures at the provincial and commune levels according to regulations.
