Clarifying the theory and practice of building the working class

A force that crystallizes intelligence, strength, courage, and patriotism

Prof. Dr. Nguyen Xuan Thang affirmed that after nearly 40 years of renovation, including more than 15 years of implementing Resolution 20-NQ/TW on continuing to build the Vietnamese working class in the period of promoting industrialization and modernization, and four years of implementing the Resolution of the 13th National Party Congress, the work of building a modern and strong Vietnamese working class has achieved important results.

In theory, the opinions in the discussion all affirmed that the working class is the crystallization of the intelligence, strength, mettle, patriotism and love of labor of the Vietnamese people in the new era; is the central political and social foundation of the Party and State; is the core force in the worker-farmer-intellectuals alliance and the great national unity bloc.

However, in the current context, it is necessary to continue to build the Vietnamese working class to become increasingly strong and superior according to the viewpoint of Marxism-Leninism and Ho Chi Minh thought. In addition, the impact of the 4th industrial revolution creates advantages, opportunities as well as many challenges, fundamentally changing the thinking, thinking, working and living of the working class; the impact of the globalization process, international integration and implementation of new-generation Free Trade Agreements, traditional and non-traditional security issues also have many impacts on the working class.

In practice, after 15 years of implementing Resolution No. 20-NQ/TW of the 10th Party Central Committee on "Continuing to build the Vietnamese working class in the period of accelerating industrialization and modernization of the country" and 10 years of implementing Conclusion No. 79-KL/TW dated December 25, 2013 of the Politburo (11th tenure) on continuing to implement Resolution 20-NQ/TW, the material and spiritual life of the working class has been gradually improved; employment is stable; wages and incomes are improved; the working environment ensures safety, hygiene, and labor; labor relations are harmonious, stable, and progressive; labor disputes and collective work stoppages have decreased...

In the conclusion of the Workshop, Prof. Dr. Ta Ngoc Tan stated: The issue of building the working class today must be resolved in harmony with both theory and practice; it is necessary to continue to clarify and think about a modern class, with the nature of the new era, modern in ideology, thinking, working style, quantity, quality, and reasonable structure. Building a working class with global value but still bearing Vietnamese cultural identity; properly resolving the relationship between the class and the nation; between the working class and the Party and the political system, in which the working class is the leading class through the vanguard Party. To build a modern, strong working class, it is necessary to put it in correlation with the goal of national development, associated with the process of promoting industrialization, modernization, and innovation of the economic growth model.

Recommendations to strengthen Party leadership and State attention

From the reality of the presentations and discussions, we have a unified viewpoint that in order to build a modern and strong working class that meets practical requirements, all levels and sectors need to implement a number of solutions.

One of them is to continue to research and perfect the theory of the working class in the new conditions. Innovate the content of research on the working class, make scientific forecasts about the development trend, about stratification, the internal relationship of the working class and with other classes and strata in society, about the mastery role of the working class, about the intellectualization of the working class, about the trends of ideological development in the working class; perfect scientific arguments, solve practical problems arising about the working class, overcome incomplete perceptions about the working class as a theoretical and practical basis to propose policies and solutions for a modern and strong working class in the new situation; investigate and survey to grasp public opinion in the working class, the ability to access and benefit from policies of the working class.

Strongly innovate the organization and operation of the Vietnam Trade Union in the spirit of Resolution No. 02-NQ/TW, dated June 12, 2021 of the Politburo. Innovate the organization and operation of the Trade Union in accordance with the quantity, structure of labor, needs, aspirations of union members and workers and requirements of international integration; expand the coverage of the Trade Union in all types of enterprises to gather and develop union members; attract workers to join the Trade Union organization from the effectiveness of caring for interests; build and strengthen trust through activities to care for and protect the legitimate and legitimate rights and interests of union members and workers so that union members and workers are attached to the Trade Union organization; innovate the Party's leadership method for the Trade Union organization, while ensuring the consistent leadership of the Party, especially the viewpoint on developing the Vietnam Trade Union in the period of promoting industrialization, modernization of the country and international integration.

Strengthening the Party's leadership and the State's attention to the working class; issuing a new resolution on building a modern and strong working class as a premise for building the Strategy for Developing the Vietnamese Working Class to 2030, with a vision to 2045, especially building a contingent of intellectual workers; maintaining and strengthening the Party's working class nature must go hand in hand with building a clean and strong political system, improving the effectiveness and efficiency of the socialist rule-of-law State, promoting the role of the Vietnam Fatherland Front and people's organizations; consolidating and strengthening the alliance of the working class - farmers - intellectuals; having solutions to combat and refute erroneous views that deny the role and historical mission of the working class; firmly upholding the goals and ideals of national independence and socialism, striving for a rich people, a strong country, democracy, fairness, civilization...
