The new Law on Road Traffic Safety will take effect from 2025. According to the new regulations on carrying people on motorbikes compared to the old law (Road Traffic Law 2008), there will be an additional case of being allowed to carry 2 people when there is an elderly or disabled person.
The new law also lowers the age limit for children to ride two people on a motorbike. Under the old law, motorbike drivers were allowed to ride two people when they were carrying children under 14 years old. However, the new law only allows two people to ride with children under 12 years old.
Article 33 of the Law on Road Traffic Safety stipulates that drivers, passengers, and goods loaded on motorbikes and mopeds are as follows:
Motorcyclists are only allowed to carry one person, except in the following cases when they are allowed to carry a maximum of two people:
Take the patient to the emergency room.
Escort people who violate the law.
Children under 12 years old.
Elderly or disabled people.
Drivers and passengers on motorbikes, three-wheeled motorbikes and mopeds must wear helmets that comply with national technical standards and fasten the straps properly.
Drivers of motorbikes, three-wheeled motorbikes and mopeds are not allowed to perform the following acts:
Ride in a row.
Drive in the right of way for pedestrians and other vehicles.
Use of umbrellas, audio equipment, except hearing aids.
Let go of both hands; ride on one wheel for motorcycles, two-wheeled motorbikes; ride on two wheels for motorcycles, three-wheeled motorbikes.
Using a vehicle to pull or push other vehicles or objects, leading livestock, carrying or transporting bulky objects; carrying people standing on the vehicle, on the carrier or sitting on the steering wheel; loading goods on the vehicle beyond the prescribed limit.
Sitting on one side to drive; standing or lying on the vehicle to drive; changing drivers while the vehicle is moving; turning around to drive or driving blindfolded; using a kickstand or other object to scrape the road while the vehicle is moving.
Other acts that cause disorder and disrupt road traffic safety.
People carried on motorbikes, three-wheeled motorbikes, and motorbikes when participating in road traffic are not allowed to perform the following acts:
Carrying bulky objects.
Use cell.
Clinging, pulling or pushing other vehicles.
Stand on the saddle, on the rack or on the handlebars.
Other acts that cause disorder and disrupt road traffic safety.
Motorcycles are not allowed to load goods beyond the width of the rack on each side by 0.3 meters and beyond the rear of the rack by 0.5 meters according to the manufacturer's design; the height of the loaded goods from the road surface must not exceed 2 meters.
