This content is stipulated by the Government in Decree No. 89/2026/ND-CP regulating the conditions for business of motor vehicle inspection services; organization and operation of registration facilities; lifespan of motor vehicles.
The Decree clearly stipulates the method of determining the lifespan of motor vehicles as follows:
- 25 years from the year of manufacture for cargo trucks (trucks), specialized cargo trucks (specialized trucks).
- 20 years from the year of manufacture for passenger cars with a permitted number of passengers of 9 or more (excluding drivers), preschool cars, school cars, and four-wheeled vehicles with engines.
- 15 years from the year of manufacture for four-wheeled passenger vehicles with engines.
The service life for vehicles similar to motor vehicles is applied as for the above-mentioned types of motor vehicles; ensuring compliance with each function and use of each type of similar vehicle.
The list of vehicles with expired service life is compiled on the basis of vehicle registration data to serve patrol and control work.
According to the Decree, emission testing facilities must meet 2 conditions on area and human resources.
Regarding area, the Decree stipulates: The area for testing emissions of motorbikes and mopeds has a minimum area of 10m2 corresponding to 1 emission measuring device.
For the area for emission testing of motorbikes and mopeds with 2 or more emission measuring devices, the area for each additional measuring device is 5m2.
In case the area of the inspection area is used in common with the maintenance and repair of motorbikes and mopeds, it is not allowed to obstruct the movement of vehicles and the operation of registration officers.
Regarding human resources, there must be at least 1 registration inspector certified to perform the work of inspecting emissions of motorbikes and mopeds.
There are at least 2 vehicle registration officers performing professional work on motor vehicle inspection, of which at least: 1 leader of the vehicle registration facility is a vehicle registration officer and 1 leader of the inspection department is a vehicle registration officer with 60 months of experience in inspection work.
This Decree takes effect from July 1, 2026.
