The Ministry of Public Security issued Circular 79/2024/TT-BCA regulating the issuance and revocation of vehicle registration certificates and license plates of motor vehicles and specialized motorbikes. The Circular takes effect from January 1, 2025.
According to new regulations from 2025, there will be 2 separate types of stamps for identification: stamps identifying auctioned license plates and stamps identifying license plates using clean energy, green energy, and environmentally friendly.
The auction winning license plate identification stamp will have a red and yellow background, blue letters; circular, 30mm in diameter, designed with specialized security design software, anti-counterfeiting. The stamp is printed in color with fade-resistant ink on peel-and-stick decal material.
Vehicle identification stamps using clean energy, green energy, environmentally friendly, soft green, round, 30mm diameter, designed with specialized security design software, anti-copying and anti-counterfeiting. The stamp is printed in color with anti-fade ink on peel-and-stick decal material.
Regarding the identification stamping as follows: when registering a vehicle for the first time, the vehicle registration officer receives the entire online first-time vehicle registration file from the public service portal, the national identification application transfers it to the vehicle registration and management system to check and correct vehicle registration data (without having to physically check the vehicle, rub the engine number, chassis number of the vehicle, take photos of the vehicle according to regulations); print the vehicle registration declaration, vehicle registration certificate; submit to the competent authority for approval, sign the vehicle file, vehicle registration certificate and related documents; stamp the vehicle file.
After that, the officer will return the vehicle registration certificate and license plate (affix the identification stamp to the auction winning license plate or the license plate stamp of the vehicle using clean energy, green energy, and environmentally friendly according to regulations) to the vehicle owner via the public postal service.
