On the morning of August 16, a representative of the Traffic Infrastructure Maintenance Board (Hanoi Department of Construction) said that the repair of the expansion joints on the elevated Ring Road 3 section from Phap Van to Nguyen Trai - Khuat Duy Tien and vice versa has been completed, and the entire route is open to traffic.
As Lao Dong Newspaper reported, the construction and repair of expansion joints on the entire Ring Road 3 elevated and below has often caused congestion, causing frustration among people.

A representative of the Hanoi Department of Construction said that this route is currently carrying 5 times more vehicles than the original design. On average, there are about 5,000 vehicles traveling here per hour. After many years of use, the increased number of vehicles has caused the road surface and expansion joints to be damaged and degraded, posing a potential risk to traffic safety. Therefore, major renovation and repair is an urgent requirement.
During the construction period, at the repair locations of the expansion joints on the elevated Ring Road 3, vehicles are allowed to move into the emergency lane.
A representative of the Hanoi Traffic Infrastructure Maintenance Board said that the construction unit has dug up all old rail-shaped expansion joints to replace them with a modern brush-shaped expansion joints system, making traffic more smooth. The construction is divided into sections in a rolling manner, and the road surface will be returned as soon as it is completed for immediate traffic.
It was initially expected that the entire Ring Road 3 route would be completed and put into operation by September 2025. However, the project has been completed ahead of schedule. The completion and opening of the entire elevated Ring Road 3 will ensure safety and reduce traffic congestion, affirmed a representative of the Hanoi Department of Construction.
