Regarding the incident of KD Wood Joint Stock Company's wood chip factory (Company) in Doan Hung town, Doan Hung district causing dust and noise in production and business despite not being granted an environmental license and during the suspension period, which upset people that Lao Dong Newspaper reported, the Department of Agriculture and Environment (DONRE) has reported to the People's Committee of Phu Tho province for consideration and direction to resolve the issue.
Specifically, on May 22, 2025, the Department of Agriculture and Rural Development of Phu Tho province issued document No. 1220, reporting to the Provincial People's Committee on the content of Lao Dong Newspaper reflecting that the wood press factory is causing environmental pollution, affecting the lives of people in Tho Son area, Doan Hung town.
The document stated that immediately after Lao Dong Newspaper reported, on May 8, the Economic Police Department - Provincial Police coordinated with the People's Committee of Doan Hung District, the People's Committee of Doan Hung Town, and the Doan Hung Town Police to conduct an inspection and verification at the factory.
The inspection results show that the Company put the wood Compressor factory into operation without an environmental license from the competent authority, was inspected by the People's Committee of Doan Hung district, administratively sanctioned and suspended operations.
However, the Company has not strictly complied with the suspension of operations. Therefore, on May 8, 2025, Lao Dong Newspaper reported that the factory's operations caused environmental pollution and affected people's lives.
To completely resolve the above incident, the Department of Agriculture and Rural Development proposed that the Provincial People's Committee consider and direct:
Assign the People's Committee of Doan Hung district to request KD Wood Joint Stock Company to only allow a wood compressor factory to operate when there are sufficient works and measures to handle waste sources that ensure technical standards and are granted an environmental license by competent authorities according to regulations.
At the same time, direct the competent authorities to closely monitor the Company's compliance with the suspension of operations, take measures to ensure the Company's compliance, and strictly handle cases of intentional violations.
Assign the Provincial Police and the Department of Agriculture and Environment to coordinate in monitoring and urging the People's Committee of Doan Hung District to organize implementation.
Previously, on May 8, Lao Dong Newspaper published an article "A factory in Phu Tho emits smoke in the middle of a residential area, despite the suspension order", reflecting the fact that the wood chip factory operating in the middle of a residential area caused dust and noise, affecting people's lives even though it did not have an environmental license and was undergoing a suspension.
After the above reflection of the Lao Dong newspaper, Chairman of the People's Committee of Phu Tho Province directed the Department of Agriculture and Environment to assume the prime responsibility and coordinate with the provincial police and the People's Committee of Doan Hung District to inspect the content of the newspaper reflected; Ask businesses to immediately stop the above activities; propose handling responsibilities of related organizations and individuals.
For Doan Hung district, on May 9, the District People's Committee issued Document No. 587, urging the Company to comply with the law on environmental protection in the production of wood pressing, assigning the People's Committee of Doan Hung town to monitor and supervise.
According to people in Tho Son area, Doan Hung town, since Lao Dong Newspaper reported, monitoring has not recorded the factory resuming operations.
