On October 18, speaking with Lao Dong reporter, Mr. Nguyen Tien Quyen - Chairman of Quynh Phu District People's Committee (Thai Binh Province) - said that, regarding the opinions of some officials, voters and people in Quynh Hai commune about the violations and wrongdoings in the land sector of Mr. Le Minh Tuyen's household (former Chairman of Quynh Hai Commune People's Committee from 1990 - 1994) that Lao Dong had reported, the District People's Committee held a meeting with leaders of the Party Committee, Quynh Hai Commune People's Committee and leaders of relevant departments, agencies and branches of the district to listen to the units' comprehensive reports on the incident and propose timely handling plans.
“At the meeting, we assigned the People's Committee of Quynh Hai commune to establish a working group to verify and review all contents related to this violation to summarize and report to the district. Most of the violations were pointed out in the inspection conclusion in 1997, but the violators did not comply after the inspection, and then continued to commit new violations. We requested the commune to detail and specify the violations at each time and period to have thorough handling measures. If there are any difficulties or problems, the commune should promptly report. The district also assigned relevant departments and offices such as the Inspectorate, Natural Resources and Environment, Justice, etc. to support and guide the People's Committee of Quynh Hai commune to carry out the assigned tasks,” said Mr. Quyen.
The Chairman of the People's Committee of Quynh Phu district added: "Not only Quynh Hai, all violations of land management and use in the district have been, are, and will continue to be reviewed, summarized, and strictly handled in accordance with the direction of the provincial leaders and the leaders of the Quynh Phu District Party Committee. In fact, after the conference last June, after the Secretary of the District Party Committee thoroughly grasped the leadership and direction, the District People's Committee requested the People's Committees of communes, towns, and departments, offices, and units to seriously deploy, review, and handle violations, and initially achieved many positive results. Quynh Hai also discovered and handled 15 cases of violations, but this case in particular, because the violations had been going on for a long time and were complicated, the commune had to report to the district for handling because it was beyond its authority."
Previously, informing Lao Dong reporters, representatives of cadres, party members, and voters of Quynh Hai commune reported that while in office, from 1991 to 1993, Mr. Le Minh Tuyen took advantage of his position to violate the law for personal and family benefits. All of these violations were clearly pointed out in the 1997 inspection conclusion of the People's Inspectorate of Quynh Phu district, however, Mr. Tuyen did not comply.
In 2000 and 2016, based on previous violations, Mr. Le Minh Tuyen continued to commit other more serious and complicated violations, but to date they have not been handled, causing bad public opinion in the locality, causing injustice, affecting political security and social order.
Speaking to Lao Dong reporter, Mr. Do Cong Chuan - Chairman of Quynh Hai Commune People's Committee, Quynh Phu District - said: "Accepting and strictly implementing the direction of the Chairman of the District People's Committee at the meeting on October 16, we have established a working group to review and verify specifically and in detail the violations of the violating households according to the scale, level, nature of the violation, and the period of violation. Because the case is complicated and has been going on for decades, we also really need the support and guidance of relevant departments, offices, and units of the district to help us complete the assigned tasks, so that the results of handling the violation are satisfactory, order and discipline are restored, contributing to maintaining the stability of the local security, order, and political situation."
