Mr. Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor - chaired the conference. Attending the conference were delegates who were leaders of the Labor Federations of provinces and cities, Central and equivalent Trade Unions, Trade Unions of Corporations under the Vietnam General Confederation of Labor; delegates of trade unions at the direct superior level of the grassroots level, and grassroots trade unions with a large number of workers (Northern region).
Speaking at the opening of the conference, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu said that health insurance is one of the policies that plays a pivotal role in the social security system, playing a very important role in ensuring people's health care, promoting socio-economic development, and moving towards social justice.
The Vice President of the Vietnam General Confederation of Labor assessed that after 15 years of implementation, the Law on Health Insurance has created a legal corridor for the organization of protection and care for people's health, helping the health system perform its tasks well; in particular, the beneficiaries have been expanded. To date, about 95% of the population has participated in health insurance.
Social policy beneficiaries, children under 6 years old, etc. have had access to health insurance; the medical examination and treatment system and people's health care have been increasingly improved. The important contributions of the Health Insurance Law over the years have contributed to the overall success of the Party and State in implementing social security policies.
However, Mr. Ngo Duy Hieu said that the implementation of the Law on Health Insurance has revealed many limitations and shortcomings. Given the socio-economic development; the need to care for people's health, ensure human security... it is necessary to continue researching, amending and supplementing the law.
Mr. Ngo Duy Hieu suggested that delegates focus on giving comments on regulations on adjusting health insurance participants to be consistent with relevant legal regulations; on the scope of health insurance benefits in accordance with the contribution level, balancing the health insurance fund and the requirements of people's health care; relevant health insurance regulations according to the level of technical expertise in medical examination and treatment and promoting the role of grassroots health care in primary health care and health insurance examination and treatment; improving management efficiency in appraisal and implementation of health insurance examination and treatment contracts; effectively allocating and using health insurance funds...
The opinions of the delegates will be compiled and received by the Vietnam General Confederation of Labor to send to the competent authority to study and complete the draft Law before submitting it to the National Assembly for comments and approval at the 8th session of the 15th National Assembly.
