On May 28, in an exchange with a reporter from Lao Dong Newspaper, the leader of the Quang Tri Provincial Department of Construction - the investor of the Le Ky riverside residential area project in Dong Hoi ward confirmed that they had received a decision from the Quang Tri Provincial People's Committee on allocating capital to implement site clearance and resettlement payments for households.
Accordingly, Standing Vice Chairman of Hoang Nam Provincial People's Committee signed Decision No. 1937/QD-UBND on temporarily allocating capital in the 6th phase to the Department of Construction to continue implementing the Le Ky riverside residential area project along the 36m road, Duc Ninh Dong ward, former Dong Hoi city (now Dong Hoi ward).
According to the decision, the province deducted 30 billion VND from the Land Development Fund to advance capital for the project. Of which, more than 25.52 billion VND was used to pay compensation, support and resettlement according to the plan approved in Decision No. 6186/QD-UBND dated December 30, 2025 of Dong Hoi Ward People's Committee.

The Provincial People's Committee requests the Provincial Land Development Fund to be responsible for balancing capital sources, implementing disbursement according to the plan and project progress; and at the same time controlling expenditures, monitoring and urging the use of capital for the right purpose and recovering capital in accordance with regulations.
The Department of Construction of Quang Tri province is assigned to manage and use capital effectively; implement the reimbursement of advance capital and advance capital management costs to the Land Development Fund in accordance with legal regulations.
Leaders of the Department of Construction said that immediately after receiving the capital allocation decision from the Provincial People's Committee, the unit is implementing procedures to receive funding sources and soon pay people.
According to the leader of the Department of Construction, there are still some households that have not agreed on a compensation plan. In the coming time, the Department will continue to coordinate with local authorities to propagate and mobilize people to create consensus to soon complete the project.

The Le Ky riverside residential area project has been implemented since 2017 with a total investment of 179 billion VND, of which compensation, support and resettlement costs are more than 113 billion VND. To date, the project has completed about 80% of the volume.
However, more than 100m of the 36m road connecting Pham Van Dong street with Dien Bien Phu street has not been able to be constructed due to site clearance issues. According to the adjusted plan, the project is expected to be completed in 2026.
Previously, Lao Dong Newspaper had an article "Nearly 180 billion VND project in Quang Tri unfinished due to slow capital allocation", reflecting the situation that the project has been prolonged for many years, causing a series of households in the planned area to fall into a difficult living situation. Although they have agreed to the site clearance plan for a long time, many households have not yet received compensation money, while their houses are seriously degraded but cannot be repaired because they are waiting for clearance.
