Clinic missed doctors, people learning to examine diseases and then leaving behind
At the end of December 2024, a citizen sent a complaint against Le Loi Private General Clinic (No. 99 Le Loi Street, Vinh City, Nghe An) to the authorities, accompanied by a video showing that two people who were unknown were performing medical examination for patients. After receiving it, Nghe An Department of Health set up a verification team and conducted actual inspection.
According to Notice No. 1247/TB-SYT dated 8.4.2025 of Nghe An Department of Health, at the time of checking, the two employees appearing in the clip no longer present at the clinic. This facility also does not provide any records and documents related to the identity, practicing certificate or apprenticeship process of the two people mentioned above. Director of Thai Duong Trading and Trading Services Co., Ltd - the manager of the clinic - explained, these two people only "learn 2 days and then rest", and have brought all the withdrawal documents, so far can not contact.
Worth mentioning, when checking the medical examination, on January 7, 2024, the patient was stated in the complaint that he had to visit the clinic with symptoms of bleeding, diagnosed with urinary tract infections. Prescription by Dr. Nguyen Trung Tinh, who is in charge of professional clinic, Le Loi Private General Clinic. However, according to the doctor who was calculated, he "did not appear in the clip" because at that time ... was going to the toilet.
Although Mr. Tinh later asserted that he had directly examined and prescribed, but the absence of the doctor in the course of the learners conducting counseling, medical examination, and the lack of personnel records of the two "nurses" mentioned above, is a sign of serious violations regulations on medical examination and treatment.
Continuous violations
Nghe An Department of Health issued a decision to sanction administrative violations No. 15/QD-XPHC dated 11.3.2025, a fine of VND 60 million for Le Loi Private General Clinic for not reporting when changing practitioners and advertising physiological weak medical examination and treatment services without content confirmation.
At the same time, this facility was forced to remove illegal advertising content on the company's website.
It is worth noting that this clinic has repeatedly not coordinated with the inspection team of Nghe An Department of Health. From December 2024 to March 2025, the clinic repeatedly asked for a schedule, postponed the reporting time, the staff was not competent to replace or the doctor was in charge of the absence in the meeting with the inspection team for "weak health".
According to the conclusion of Nghe An Department of Health, not enough legal basis to confirm the clinic using people without practicing certificates, but this facility has violated the regulations in letting the employer, unknown documents, directly conducting medical examination for patients.
Information from the functional industry, Le Loi private general clinic has been sanctioned by the local health industry. In 2020, this facility was fined 27 million VND by Nghe An Department of Health. In 2021, this unit continued to be fined 80 million dong, depriving the license for 2 months.
Regarding the incident, Dr.BSCKII Le Thi Hoai Chung - Director of Nghe An Department of Health - said that the relevant units were assigned to promptly organize the entire conditions of medical examination and treatment activities of Le Loi Private General Clinic.
"The review process if the facility is not eligible, then revoke the operation license" - PhD. Le Thi Hoai Chung said.
