"In 2020, I graduated as a general practitioner. I have a certificate to practice internal medicine, English B1, and IT level A. Can I change from the title of Nurse III to Doctor III? If so, what is the procedure?" - reader Van Minh asked.
Regarding this issue, the Ministry of Health responded as follows:
The consideration of transferring professional titles of civil servants is carried out according to the provisions of Article 30 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government on regulations on recruitment, use and management of civil servants as follows:
Consideration for transfer of professional title is carried out when an official changes a job position where the current professional title does not match the requirements of the new job position.
Officials considered for a change in professional title must meet the standards of the transferred professional title.
The head of a public service unit decides or proposes to a competent authority to decide on the transfer of professional titles according to decentralized authority.
Pursuant to the above provisions and the provisions of Joint Circular No. 10/2015/TTLT-BYT-BNV dated May 27, 2015 of the Minister of Health, the Minister of Home Affairs stipulates codes and standards for professional titles of doctors, preventive medicine doctors, and medical assistants and Circular No. 03/2022/TT-BYT dated April 26, 2022 of the Minister of Health amending and supplementing a number of provisions on professional title standards for civil servants in the health sector, in case a civil servant meets the standards and conditions for consideration for transfer and appointment to the title of Grade III Doctor, the head of the public service unit shall decide or propose to the competent authority to decide on the consideration for transfer of professional titles according to the decentralized authority.
