Accordingly, the Department of Medical Examination and Treatment Management said it had received information reflecting on the case of "A group of "brokers" impersonating to protect the hospital, taking patients to a "ghost" clinic of a "ghost doctor""; appropriating a total of 123 million VND from 27 victims at Thu Huong Obstetrics and Gynecology Clinic at 44 Tho Nhuom, Cua Nam Ward, Hanoi City.
After consideration, the Department of Medical Examination and Treatment Management requested the Hanoi City Department of Health to report: The appraisal and granting of an operating license for Thu Huong Obstetrics and Gynecology Clinic at 44 Tho Nhuom, Cua Nam Ward, Hanoi City.
The above clinic was inspected and supervised during its operation from the time of granting the operating license until the time of the incident.
The report must be sent to the Department of Medical Examination and Treatment Management before 10:00 on July 14. 2025 to synthesize and report to the leaders of the Ministry of Health.

On July 11, Hanoi City Police said that the City Police Investigation Agency had detained 3 subjects to investigate violations of regulations on medical examination, treatment, production, preparation, distribution, and sale of drugs or other medical services.
According to the investigation, around March 2024, Nguyen Thi Thu Huong (born in 1980; permanent resident of Bach Mai, Hanoi) opened Thu Huong Obstetrics and Gynecology Clinic at 44 Tho Nhuom, Cua Nam Ward, Hanoi City to examine and treat obstetrics and gynecology and ultrasound diseases.
To serve the operation of the clinic, Huong hired doctors to examine, treat the disease and connect with Le Cong Ngoi (born in 1984; permanent resident in Vinh Hung ward, Hanoi), Nguyen Van Tam (born in 1983; permanent resident in Tran Phu commune, Hanoi) - two subjects who "Brokerage" activities at the gate area of the Central Maternity Hospital, and K Hospital to take visitors to Huong's clinic.
At the hospital gate, Tam stood at the bus stop, taxis often picked up and dropped off passengers to pick up and drop off patients atoi's location.
As for Ngoi, wearing a blue shirt like a protective shirt, the parking attendant of the Central Obstetrics Hospital approached, invited patients and gave false information about the hospital under repair.
If people want to see a doctor, Ngoi said it will lead to a private clinic named "Doctor Huong" - a obstetrician and gynecologist at the Central Obstetrics Hospital.
Whenoi and Tam brought visitors to the clinic, Huong paidoi and Tam 10% of the total amount the patient had to pay for the clinic.
By July 2, 2025, it was determined that 27 people had come to Huong's clinic for medical examination, the total amount of money Huong collected from the patient was 123 million VND.
Through verification, Nguyen Thi Thu Huong only studied the intermediate medical nursing class, was not a doctor, did not have a practice certificate, did not receive any training or coaching related to medical examination, treatment, testing and prescription, but Huong still directly examined, tested, and prescribed drugs for patients.
Based on the investigation documents, the Investigation Police Agency of the City Police has detained the above 3 subjects to investigate their violations of regulations on medical examination, treatment, production, preparation, distribution, and sale of drugs or other medical services.
Currently, the Investigation Police Agency of the City Police is continuing to expand the investigation to strictly handle the subjects according to regulations.
