According to Lao Dong Newspaper reporters, at the construction site of Bach Mai Hospital, Facility 2, contractors are mobilizing maximum human resources and machinery to complete the electricity, water, fire prevention and fighting, lighting and equipment installation in the auxiliary areas. The reception counter area and main infrastructure have been basically completed, ready to welcome patients when the hospital comes into operation.
At Viet Duc Friendship Hospital, facility 2, items such as plaster ceilings, paint, operating rooms, drainage systems, parking lots and garden landscapes are being urgently completed.
Mr. Hoang Cuong, Deputy Head of the Medical Project Management Board (Ministry of Health), said: "The construction and installation volume has been completed by more than 98% and will reach 100% before November 30, 2025.The equipment procurement is being implemented in parallel, part of which is expected to be completed before December 25, the rest will be widely bid and handed over before April 30, 2026".
Associate Professor, Dr. Dao Xuan Co - Director of Bach Mai Hospital - said that facility 2 located in Liem Tuyen ward (Ninh Binh) has a scale of 1,000 beds, invested synchronously and modernly with full specialties equivalent to the main facility in Hanoi.
"We aim to have the second facility operate from 2025 to reduce the burden on the central route, helping people in neighboring provinces access high-quality medical services right in the locality" - Mr. Co said.
Currently, Bach Mai Hospital is completing the recruitment of nearly 1,000 doctors and nurses, of which 600 staff in Hanoi voluntarily registered to work at the new facility. All will receive additional training before being assigned to Ninh Binh.
To stabilize the lives of staff, the hospital coordinates with the province to build a public housing area, while arranging safe means of transportation so that staff can "go back and forth in the morning". The salary and bonus levels remain the same as the first basis, along with a special mechanism to encourage employees in the early stages of operation.
Associate Professor, Dr. Dao Xuan Co affirmed: We will ensure the quality of medical examination and treatment equivalent to the main facility.
According to Dr. Duong Duc Hung, Director of Viet Duc Friendship Hospital, facility 2 in Ha Nam also has 1,000 beds, expected to need about 2,000 medical staff. More than 60 doctors currently working at facility 1 will be the core for the new facility. In the first phase, the hospital will operate at about 30% capacity (300 beds) to both operate and complete. Equipment and machinery are bid and updated weekly with the Ministry of Health.
The hospital also plans additional training and recruitment to ensure professional quality equivalent to the main facility in Hanoi.
The presence of two central hospitals in Ninh Binh - Ha Nam not only helps reduce the burden on large hospitals in Hanoi but also opens up momentum for regional healthcare development.
Ms. Pham Thi Phuong Hanh - Director of Ninh Binh Department of Health - said: When the two hospitals operate stably, along with policies to support housing, transportation and health insurance, the province will attract strong investment in the health sector, while developing models of practice medicine, high-quality healthcare and health care tourism.
At the meeting on November 7, Party Central Committee member and Minister of Health Dao Hong Lan suggested that the two hospitals coordinate and propose a specific plan to clearly divide the level of human resource training support at the secondary level to report to the Ministry of Finance and the Government.
Minister Dao Hong Lan requested the Departments and Departments: Phap Che, Health Insurance, Medical Examination and Treatment Management and the two hospitals to discuss carefully, giving favorable and difficult arguments, and feasible options on selecting contracts with a specific unit to make health insurance payments in a smooth and appropriate manner. At the same time, specialized techniques were provided to the second facility of Bach Mai Hospital as well as Viet Duc Friendship Hospital.
"The policy of the Ministry of Health is to agree on a common plan for both hospitals" - the Minister said.
