According to the reports of the units on November 7, up to now, many items of the two projects of Bach Mai Hospital and Viet Duc Friendship Hospital have been basically completed, and a few small items are being urgently completed to meet the progress requirements set out in Resolution No. 34/NQ-CP dated February 13, 2025 and the instructions of the General Secretary, Government, and Prime Minister.
Regarding personnel, both Bach Mai Hospital and Viet Duc Friendship Hospital have developed a plan to rotate staff who are experts, doctors, nurses, etc. with rich experience, along with recruiting a team of doctors and nurses to meet the requirements of medical examination and treatment at facilities 2;
The two hospitals are working hard to coordinate with the Medical Project Management Board and the contractor to complete the project according to the direction and plan on procurement, bidding, installation of equipment, information technology systems, and operation plans.
At the same time, the two hospitals also proposed a number of issues, such as: Financial project and specific mechanisms, support funding sources to promptly deploy high-quality human resource training; professional qualifications; unify the identification of coordination in signing health insurance payment contracts and documents for items to soon be granted an operating license.
In each field of state management and technical expertise, representatives of Departments, Departments, and Project Management Boards presented the advantages, difficulties, and problems that arose that need to be coordinated to urgently resolved at the two project projects to urgently complete and put into use.
In particular, many tasks and items: Construction; Fire prevention and fighting; radiation safety; Environmental licensing need the strong support and coordination of the Ministries of Public Security, Construction, Finance, Science and Technology.

Minister of Health Dao Hong Lan requested Deputy Ministers to supervise each assigned field to monitor, functional units to continue to closely monitor the actual situation; update the plan to implement all tasks of the two projects, in which the progress of the remaining items that need to be implemented to complete the two projects and other assigned tasks and tasks is carefully reviewed.
The Minister emphasized that for the following items: Construction; Fire prevention and fighting; radiation safety; Environmental licensing, on the one hand, in coordination with relevant ministries and branches; on the other hand, Deputy Ministers in charge of the field and Departments, Departments, and Project Management Boards must promote progress, develop reports to the Government on the implementation time of each item.
In particular, pay attention to detailed statistics, clearly, transparently, scientifically listed, with specific evidence on the time to complete the dossier procedures that must comply with current legal regulations.
Regarding the plan to request additional funding for financial support, the Minister of Health assigned the Department of Financial Planning to determine the appropriate leakage of necessary costs for personnel, equipment, and operations.
The Minister suggested that the two hospitals coordinate and propose a specific plan to clearly divide the level of human resource training support at the second facility to report to the Ministry of Finance and the Government. "In the spirit of thrift, spending correctly and effectively" - the Minister emphasized.
Minister Dao Hong Lan requested the Departments and Departments: Phap Che, Health Insurance, Medical Examination and Treatment Management and the two hospitals to discuss carefully, giving favorable and difficult arguments, and feasible options on selecting contracts with a specific unit to make health insurance payments in a smooth and appropriate manner. At the same time, specialized techniques were provided to the second facility of Bach Mai Hospital as well as Viet Duc Friendship Hospital.
