To effectively implement the integration and use of medical facilities such as Electronic Health Book, referral form, Re-examination appointment form on VNeID application, the Department of Health of Hai Duong province has just issued a document requesting departments, branches, sectors and localities to continue to strengthen propaganda, instruct cadres, civil servants, public employees, workers and people to install and activate level 2 electronic identification accounts and electronic health records on VNeID.
Electronic health books are a useful tool to help people conveniently go to the doctor and get treatment. Actifying this feature on VNeID allows the use of replacement documents such as medical examination books, referral papers, re-examination appointments, etc., contributing to promoting digital transformation in the health sector.
Medical examination and treatment facilities in the area are required to increase human resources in the reception department, provide guidance on traffic flow, support patients and their families to link health insurance cards and activate electronic health records on VNeID. At the same time, continue to update and standardize daily medical examination and treatment data on the application and health insurance assessment software system.
The Department of Health also requested medical facilities to broadcast videos instructing on the use of VNeID Electronic Health Books on TV screens in hospital grounds; hang signs and posters in departments and rooms for widespread propaganda.
According to data from the Ministry of Public Security on June 2, 2025, Hai Duong has 544,412 accounts that have integrated the Electronic Health Book, reaching 25.45% of the permanent population, ranking 18th in the country. However, there are still nearly 600,000 people in the province who have a level 2 identification account but have not activated the Electronic Health Profile.
Meanwhile, according to the Ministry of Justice, Hai Duong is currently ranked 2nd nationwide in terms of the rate of participation in giving comments on the Draft amending the Constitution via VNeID, with more than 1.1 million citizens with level 2 identification accounts participating. This shows great potential if mobilized and guided properly.
The Hai Duong Health Sector expects agencies and units to continue to coordinate to increase the rate of activating electronic health books, facilitating people and contributing to the effective implementation of digital health transformation.
