On the afternoon of March 25, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee and the Government Party Committee Standing Committee with the Ministry of Education and Training and the Ministry of Health on important draft projects to prepare for submission to the Politburo.
At the meeting, delegates discussed the draft project to build a national target program on education and training development (chaired by the Ministry of Education and Training) and the draft project to build a national target program on health care, population and development (chaired by the Ministry of Health).
In his concluding remarks, Prime Minister Pham Minh Chinh assigned the drafting agencies to continue completing the projects to report to competent authorities, with a spirit of urgency, quality, focus and key points.
These are also issues that are popular and comprehensive, related to the entire political system. It is necessary to identify a number of goals, tasks, and solutions that are "leverage and fulcrum" to focus on implementation, work that job, work that job, not spread them around the target and time, and avoid waste.
The Prime Minister noted that the development of the program must simultaneously propose specific mechanisms, policies and roadmaps, in line with the medium-term public investment plan; ensure feasibility, efficiency, and create fundamental changes in practice.

With the national target program on education and training development, the Prime Minister requested to focus on a number of contents: Improving the quality of teaching and learning, comprehensively developing people in terms of " pain - mind - body - beauty", in which the importance of " pain - body - spirit" education is continued and emphasized more "physical" and "physological" education.
Modernize and solidify schools, especially building boarding schools for students of ethnic minorities, remote areas, border areas, and islands in the spirit of ensuring equal access to education, leaving no one behind; promote foreign language training, especially English.
Emphasizing the need to improve people's knowledge, train human resources, and nurture talents, the Prime Minister directed the need to clearly identify tasks to perfect institutions, amend laws; train teachers; mechanisms and policies to support and promote the proactiveness of teachers and learners.
Build infrastructure, promote public-private cooperation; promote learning along with application, training associated with research; promote international cooperation.
With the project to build a national target program on health care, population care and development, the Prime Minister directed to supplement the content on caring for, protecting people's lives and health with specific goals.
For example, how many times each person examines and treats a disease in a year; prevention and treatment of diseases of the whole and tropical diseases; attention to preventive medicine and primary health care, especially in the context of administrative boundary arrangement, district-level abandonment; and a plan to respond to population aging.
The Prime Minister requested that this year, the health sector must bring 1,000 more doctors to the grassroots level; the education and training sector must also study and increase teachers to the grassroots level, especially in remote, isolated, border, and island areas, especially foreign language teachers.
Along with that, promoting the digitization of data and records in the health and education sectors, especially the lifelong health records of people and students, this work needs to be focused on in the first 6 months of 2025.
